05/21/2018 - MinutesUtility Committee Minutes Meeting of May 21, 2018 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes May 21, 2018 Utility Committee Members Cindy Lucarelli and Fred Chang met on May 21, 2018 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey, Utilities/Facilities Operations Manager Thomas Hunter and Citizen Norman Olson. 2465 Bethel Avenue Sewer Charges - Discussion: Norman Olson, professional office building owner at 2465 Bethel Avenue, presented Committee members with two issues, being 1) concerns over the City’s sewer billing method and 2) his claim of an overbilling of sewer. Committee members listened to the issues as presented, but determined that the issues raised needed be to discussed and clarified further at a staff level before taking this issue forward, if needed. PWD Dorsey to schedule a meeting between Norm Olson, the Finance Department and the Public Works Department. To be continued. Foster Pilot Project Participation - Update: UFOM Hunter updated Committee members on the current status of the Foster Pilot Project, being that the Pilot Project members are working towards the submission of a letter from the Washington Student Achievement Council Policy Director and the AWC Government Relations Advocate to the Water Resources Program Manager at the Department of Ecology. In general, the letter will suggest that Ecology use Net Ecological Benefit (NEB) as a water rights management tool, rather than the historic ‘in-kind mitigation’ tool, now that technology allows for ‘real time’ aquifer data. Please recall that the City was the first Participant to meet with the Department of Ecology, whereby ‘old vs. new’ policies and procedures were discussed, as well as new concepts for withdrawal mitigations. Well No. 9 - Update: PWD Dorsey and UFOM Hunter updated Committee members on both the Well No. 9 Water Treatment Retrofit Construction Project and the Errors and Omissions Demand Letter to Pace Engineers, Inc. as follows: • JMG Constructors, LLC has been issued their Notice to Proceed and will begin mobilization next week. • The City Attorney and Staff are still finalizing the Demand Letter for issuance to Pace Engineers, Inc. McCormick Pump Station #1 Interim Improvements - Update: UFOM Hunter updated Committee members on the current status of the Interim Improvements being Utility Committee Minutes Meeting of May 21, 2018 Page 2 of 2 provided by McCormick Communities. In summary, the work is scheduled to commence in late May/early June. To be continued. McCormick Pump Station No. 2 - Update: UFOM Hunter updated Committee members on the status of the final design efforts for Pump Station No. 2 being performed by BHC, whereby the final design activities have commenced with exploratory onsite geotechnical work taking place this week. To be continued. Marina Pump Station CIP - Update: UFOM Hunter updated Committee members on the current status of the pending design effort, whereby the city is still waiting for the RH2 Engineers scope and budget proposal. To be continued. McCormick Communities Agreements - Update: UFOM Hunter updated Committee members on the current Agreement status as follows: • The final design, approval and permitting phase of the McCormick Pump Station No. 1 project is nearing completion. • The McCormick Water Campus (Well #12) project is currently on hold, pending the preparation and approval of an Agreement. To be continued. Well No. 13 - Update: PWD Dorsey and UFOM Hunter notified Committee members that the City’s Public Works Department has now been advised that a separate RFP for the Well No. 13 site clearing/grading, well drilling and erosion control can be issued, without concerns of bid-splitting from the overall Project. The City will issue an RFP as soon as possible, with the Work permitted via a Land Disturbing Activity Permit and a Storm Permit. The City is also waiting to receive the new scope and budget proposal from BHC, now that the selection process is complete. To be continued.
