09/17/2018 - MinutesUtility Committee Minutes Meeting of September 17, 2018 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes September 17, 2018 Utility Committee Members Cindy Lucarelli and Jay Rosapepe met on September 17, 2018 at 9:48 a.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey and Utility Manager Thomas Hunter. Foster Pilot Project Participation - Update: UM Hunter once again updated Committee members on the current status of the Foster Pilot Project, being that the Pilot Project members are working towards the submission of a letter from the Washington Student Achievement Council Policy Director and the AWC Government Relations Advocate to the Water Resources Program Manager at the Department of Ecology. As a reminder, the letter will suggest that Ecology use Net Ecological Benefit (NEB) as a water rights management tool, rather than the historic ‘in-kind mitigation’ tool, now that technology allows for ‘real time’ aquifer data. The Blackjack Creek Watershed (in coordination with Well #13) has been suggested as a possible site specific study area. The delivery date for the letter referenced above is anticipated to be mid-October, with subsequent submission to the Legislative Taskforce (Senate, House, AWC, WPUDA & WUCC) in November. To be continued. 2019-2020 Storm CIP (Draft) - Discussion: PWD Dorsey & UM Hunter provided a brief overview of the ‘draft’ Storm Drainage Utility CIP for 2019/2020, which is being prepared at the direction of the City Council during the 2018 Retreat, whereby the need to take a closer and updated look at the Storm Drainage Utility Plan and the associated CIP’s will be on the 2019/2020 PW Docket. PWD Dorsey also updated Committee members on the status of the Annapolis Creek Culvert 30% Design Project, being that the task is scheduled to be completed in 2018 and that a presentation of results will be presented at the November Work Study Session. Well No. 9 - Update: PWD Dorsey and UM Hunter updated Committee members on the Well No. 9 Water Treatment Retrofit Construction Project and the Errors and Omissions Demand Letter to Pace Engineers, Inc. as follows: • JMG Constructors, LLC continues to make progress on the Project, with completion and start-up scheduled for early 2019. • The Demand Letter to Pace Engineers, Inc. was sent via Certified Mail on August 17, 2018. Utility Committee Minutes Meeting of September 17, 2018 Page 2 of 2 McCormick Pump Station #1: UM Hunter updated Committee members on the current status of the McCormick Pump Station #1, being that the Interim Improvements are up and running smoothly and that the final facility redesign provided by McCormick Communities is nearing 100% completion and approval. Well No. 13 - Update: PWD Dorsey and UM Hunter updated Committee members on the status of the RFP for the site clearing/grading and the status of the RFP for the well drilling, being that both are nearing advertisement. The disposal method for the water withdrawn during drilling still needs to be determined. The City is also working with DOH, now that the contract administration for the DWSRF Loan has been shifted from Commerce to Health. A key issue to resolve with DOH is the need for an additional 1- year extension to compensate for time lost during the Capital Budget Legislative delay. To be continued.
