March 20, 2017
Utility Committee Members Cindy Lucarelli, Scott Diener and Fred Chang met on March
20, 2017 at 9:39 a.m. at the Port Orchard City Hall – Room #306. Also present: Public
Works Director/City Engineer Mark Dorsey.
Potential McCormick 0.45 MG Reservoir Surplus - Update: PWD Dorsey
provided Committee members with an update on the POTENTIAL surplus and
subsequent purchase by the City of Bremerton, of the 0.45 MG Reservoir located at
Feigley Road/Old Clifton Road. The City of Bremerton has recently provided their latest
proposal to purchase both the reservoir and the associated tax parcel (082301-2-001-
2005.) PWD presented a workable alternative that would provide a portion of the tax
parcel (via Boundary Line Adjustment) to the City of Bremerton, but retain the majority
of the parcel for the City of Port Orchard. To be continued.
Well No. 8 Repair - Update: PWD Dorsey provided Committee members with an
update on the Well #8 pump replacement project, being the successful advertisement
and response to a Small Works Contract. The Contract will be on the March 28, 2017
Agenda for approval.
McCormick W/S Special Purpose District - McCormick SSPS#1 Event: PWD
Dorsey advised Committee members that the sewerage spill into Ross Creek on March
14, 2017 was a result of the McCormick Pump Station - Pump#2 failure that caused a
motor controller failure for both Pump #1 and Pump #2. The relevance to the pending
McCormick Communities Special Purpose District for Water/Sanitary Sewer topic is the
need for City to support the Agreement, so that the critically needed upgrades can be
provided under the provisions of the Special Purpose District Agreement so evets like
this do not occur again. To be continued.
Bay Street Sewer Pump Station/Bay Ford - Discussion: PWD Dorsey advised
Committee Members of the pending Bay Ford redevelopment project adjacent to Bay
Street and that Staff is coordinating access and future improvements needs as a
function of the plan review/permit approval process. No further action required.
Well No. 12 - Update: PWD Dorsey provided Committee Members with a Preliminary
Site Development Plan for the proposed Well #12 (580/660 Zone) Water Supply Project
to be provided by McCormick Communities via the Special Purpose District Agreement.
The proposed plan is compatible with the City of Bremerton alternative discussed
above. To be continued.

Well No. 10/13 - Update: PWD Dorsey provided Committee members with an
update on the Well #10 Project’s (DWSRF #DM13-952-185) Request for Contract
Amendment and Change in Scope of Work. Staff has received official approval of the
proposed scope change and confirmed that any the expenditures to date along the
‘Perry Avenue’ portion of the Well No. 10 Project will need to be reimbursed. To be
continued.
