Meeting Minutes
January 23, 2017
Utility Committee Members Cindy Lucarelli and Fred Chang met on January 23, 2017 at
9:42 a.m. at the Port Orchard City Hall – Room #306. Also present: Mayor Rob
Putaansuu, Public Works Director/City Engineer Mark Dorsey and PW Supervisor/Water
System Manager Thomas Hunter.
Well #13 Water Rights Change Application - Update: As promised at the
November 21, 2016 meeting, PWD Dorsey provided Committee members with a copy of
the approved Preliminary Permit to drill and test new Well #13 at McCormick. Similar
to Well #12, on October 14, 2016, the City’s Water Rights Attorney submitted on the
City’s behalf, a Water Rights Change Application for Well #13 (CG1-04166C, CG1-
24586C and CG1-26119P as related Application G1-28476A.) The Preliminary Permit
includes conditions and mitigation measures as agreed upon by all parties. Public
Works to prepare Ad Ready Contract/Specifications for both Well #12 and Well #13 for
2017 commencement and to begin outreach program to adjoining neighbors (potential
noise concerns.)
Potential McCormick 0.45 MG Reservoir Surplus - Discussion: PWD Dorsey and
PW Sup/WSM Hunter provided Committee members with the general background
information associated with the POTENTIAL surplus of the 0.45 MG Reservoir at Feigley
Road/Old Clifton Road. As this potential surplus and subsequent sale MAY benefit both
the City of Port Orchard and the City of Bremerton in their operations, maintenance and
service provisions for both respective Water Retail Service Areas within the 580-Zone,
the topic is only at the conversation stage. To be continued.
Well No. 9 Retrofit - Final 2016 PS&E Update - Discussion Cont’d.: PWD
Dorsey and PW Sup/WSM Hunter provided Committee members with the final 2016
Redesign report, as the PS&E deliverable by HDR Engineering for the addition of a
Manganese Treatment System to Well No. 9 in 2017 was received in December 2016.
No further action associated with the 2016 redesign effort (bidding of Work next task.)
Stormwater Drainage Mitigation Vesting Rights - Update: PWD Dorsey advised
Committee members that this issue (“Washington State Supreme Court Holds that
Vesting Rights Do Not Extend to Stormwater Regulations Implemented Under State and
Federal NPDES Municipal Stormwater Permits”), having already been introduced to the
City Council, was provided simply as a Utility Committee Agenda Item to establish the
recent December 29, 2016 ‘Decision’ as a public record for this Committee. To be

SR 166 /RCW 47.24 Culvert repair Implications - Discussion: PWD Dorsey
advised Committee members of a somewhat recent Public Works Complaint (#250-16)
questioning maintenance and/or repair responsibility of a culvert located along SR 166.
It was PWD Dorsey’s understanding, that within the guidelines of RCW 47.24 (City
Streets as Part of State Highways), ‘maintenance’ for culverts 60-inches and smaller
was a City responsibility, but that the ‘repair’ of any culvert would be the responsibility
of the WSDOT. PWD Dorsey posed this question to the City Attorney. Having been
advised by Sharon Cates that BOTH maintenance and repair of culverts 60-inces and
smaller was in fact a City responsibility, PWD Dorsey than confirmed with WDFW,
whether or not a culvert repair along SR 166 would trigger their ‘barrier free’
replacement policy (a non-barrier free culvert cannot be repaired to extend its operation
life.) Since the current survey of the area indicates that all culverts located along SR
166 only convey hillside and roadside ditch runoff (e.g., NOT associated with a stream),
they are exempt from the WDFW policy. PWD Dorsey to investigate repair options and
associated costs. To be continued.
McCormick W/S Special Purpose District - Discussion: PWD Dorsey and PW
Sup/WSM Hunter discussed with Committee members the status of the pending
McCormick Communities Special Purpose District for Water/Sanitary Sewer, currently
being established to meet the Water/Sewer needs of the McCormick Woods (McCormick
proper and McCormick West) residential development by the new land-owner, being
McCormick Communities. In coordination with the City Attorney, a Special Purpose
District and Agreement will be established, whereby McCormick Communities will design
and construct water/sewer infrastructure needed for their development schedule, but
will realize a partial credit on future connection charges. To be continued.
Fire Hydrant Repair/Maintenance Program - Discussion: PWD Dorsey and PW
Sup/WSM Hunter discussed with Committee members the current status of the robust
fire hydrant repair/maintenance program, established in 2016. This activity (which
places eyes and hands on every fire hydrant in the City) had run up against opposition
by the previous Water System Manager. In 2016, out of the City’s 390 fire hydrants, 66
found inoperable were put back into service. There are still 45 that need to be repaired
in a prioritized fashion. A similar program for water main valve inventory/maintenance/
repair will commence in 2017. To be continued.
Grease Trap Program Implementation - Discussion: PWD Dorsey and PW
Sup/WSM Hunter discussed with Committee members the status of a new program
needing to be initiated by the City’s Public Works Department. The Grease Trap
Program is a requirement of the SKWRF NPDES Permit. Model codes from other local
agencies are being reviewed, along with the preparation of a complete inventory of all
known grease traps (under counter and exterior vault) associated with the City’s
sewerage collection/conveyance system. To be continued.

Water System Fluoridation -Update: PWD Dorsey and PW Sup/WSM Hunter
discussed with Committee members the need to understand the current landscape
associated with the City’s water system and fluoridation. At some point in the not-too-
distant future, a physical connection between the City’s 580-System at McCormick
(currently not fluoridated) and the City’s 260/390-System (currently fluoridated) will
occur, and a policy decision will need to be made on whether or not to continue with
adding Fluoride to the City’s water supply (a copy of the 2012 Survey results were
provided.) Of particular note, the EPA has announced that the operating tolerance will
be reduced from 0.8-1.3 mg/L to 0.5 to 0.9 mg/L. The Maximum Contaminant Level
(MCL) of 4.0 mg/L will be unchanged. To be continued.
