02/27/2017 - MinutesUtility Committee Minutes Meeting of February 27, 2017 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes February 27, 2017 Utility Committee Members Cindy Lucarelli and Fred Chang met on February 27, 2017 at 9:33 a.m. at the Port Orchard City Hall – Room #306. Also present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey and PW Supervisor/Water System Manager Thomas Hunter. Waste Management Contract Amendment - Update: PWD Dorsey advised Committee members of an upcoming Amendment to the 2016 Waste Management of Washington, Inc. Contract. The Amendment will update Exhibit A (List of City Facilities) of the Contract to reflect the ‘no-fee’ addition of street cans at Bay Street (garbage & recycling) and an additional 30-yard roll off box near the new decant facility. Clerk Rinearson to present at the March 14, 2017 Regular Council Meeting. Potential McCormick 0.45 MG Reservoir Surplus - Update: PWD Dorsey and PW Sup/WSM Hunter provided Committee members with an update on the POTENTIAL surplus and subsequent purchase by the City of Bremerton, of the 0.45 MG Reservoir located at Feigley Road/Old Clifton Road. As this potential surplus and subsequent sale MAY benefit both the City of Port Orchard and the City of Bremerton in their operations, the City of Bremerton has prepared and submitted an Exhibit, depicting their ‘proposed’ Reservoir and Land Purchase desires. The proposed land purchase is an unexpected wrinkle that Staff will evaluate. To be continued. Well No. 9 Retrofit 2017-2018 CACM - Discussion: PWD Dorsey and PW Sup/WSM Hunter advised Committee members that a draft Request for Qualifications (RFQ) has been prepared for the currently scheduled 2017-2018 Well No. 9 Retrofit Construction Administration/Management contract. The construction is anticipated to commence in mid-to-late summer 2017, so the RFQ will be issued in April 2017. To be continued. SR 166 /RCW 47.24 Culvert Repair Implications - Update: PWD Dorsey had previously reported to Committee members that both the maintenance and the repair responsibility of an existing culvert located along SR 166 (just east of Suldan’s) was a City responsibility. When WDFW investigated the area (as required for the City to obtain a permit for the repair work), they determined that the culvert was in deed connected to a small stream and NOT just to the hillside and roadside ditch as previously thought. Therefore, the culvert repair along SR 166 will now trigger the WSDOT replacement of a ‘barrier free’ culvert. No further action anticipated at this point. Utility Committee Minutes Meeting of February 27, 2017 Page 2 of 2 McCormick W/S Special Purpose District - Update: PWD Dorsey and PW Sup/WSM Hunter updated Committee members on the current status of the pending McCormick Communities Special Purpose District for Water/Sanitary Sewer, being the McCormick Communities Attorney (in coordination with the City Attorney) has begun the preparation of the Special Purpose District Agreement, pursuant to the Water and Sanitary Sewer Cost Sheets. To be continued. Water Rights 2017 (CO#1) - Discussion: PWD Dorsey advised Committee Members of a pending change order to Contract No. C075-16 with Thomas M. Pors (water rights legal services.) This change order, scheduled for the February 28, 2017 Agenda, provides for 2017 budget authority for Contract C075-16. No further action required. Water Testing 2017 (CO#1) - Discussion: PWD Dorsey advised Committee Members of a pending change order to Contract No. C047-16 with Twiss Analytical Laboratories, Inc. (water quality testing services.) This change order, scheduled for the February 28, 2017 Agenda, provides for 2017 budget authority for Contract C047-16. No further action required. Well No. 10/13 - Update: PWD Dorsey and PW Sup/WSM Hunter provided Committee members with an update on the Well #10 Project’s (DWSRF #DM13-952- 185) Request for Contract Amendment and Change in Scope of Work. Staff is working diligently to get official documentation supporting the proposed amendment and to confirm if any of the expenditures to date along the ‘Perry Avenue’ portion of the Well No. 10 Project will need to be reimbursed.
