08/23/2016 - MinutesUtility Committee Minutes Meeting of August 23, 2016 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes August 23, 2016 Utility Committee Members Cindy Lucarelli, Fred Chang and Scott Diener met on August 23, 2016 at 6:00 p.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey and Foreman/Water System Manager Thomas Hunter. Daycare Sewerage Fees - Discussion: PWD Dorsey presented to Committee members, a request by Ms. Laura Kirkham to reconsider how small in-home daycares are currently being billed for sewerage by the City, more specifically, for small in-home daycares with 6 children or less. Currently, a day care facility with 6 children or less is billed 2x the single family residential basic rate ($222) under Category #17. For a day care facility with 7 to 25 children, a 50% surcharge ($111) is added. For more than 25 children, the facility is billed as a school under Category #6. As there have been other inquiries similar to Ms. Kirkham’s in the past, the Utility Billing Department proposes the following; bill small in-home daycare facilities with 6 children or less, the single family residential basic rate ($111) and bill a day care facility with 7 to 25 children, the basic rate ($111) plus the additional $222. Therefore, the 7 to 25 facility total of $333 remains the same and the 6 or less facility is reduced by half. Committee members requested additional information; what is the rationale behind the current Category #17 billing structure and what additional tiers within Category #17 should be considered? To be continued at Committee level. Decant Facility – Update: PWD Dorsey updated Committee members on the construction work-to-date at the City’s grant-funded Regional Decant Facility. In general summary, the structure base (footings and slabs) have been placed, the off-site structure fabrication is ongoing and overall site subgrade preparation is pending. PWD Dorsey also discussed current change order status and the need to find a different “aqua-loader” vendor. To be continued. Draft Sewer/Water Capital Facility Charge Calculation - Discussion: As the final piece to the City’s 2015/2016 Water/Sewer Gap Analysis and to be adopted with the City’s Water/Sewer Elements of the Comprehensive Plan, PWD Dorsey and Foreman/WSM Hunter provided Committee members with a copy of the Memorandum (dated 8/1/2016) from Katy Isaksen & Associates regarding the City’s ‘Draft’ Sewer and Water Capital Facilities Charge (CFC) Calculation. In general summary; 1) CFC’s are paid by new or expanding customers, 2) Water CFC’s include a ‘fair share’ of existing water facilities, inspection fees, connection fees and fee-in-lieu-of-assessment fees for existing mains (when applicable) and 3) Sewer CFC’s include a connection fee to the existing collection/conveyance system, inspection fee and the treatment facility fee. The CFC Calculation Memo indicates that a substantial increase is needed for the City’s Utility Committee Minutes Meeting of August 23, 2016 Page 2 of 2 water/sewer facilities. Committee members have asked for a CFC comparison to other local jurisdictions, to have Katy Isaksen present her materials at the September 19, 2016 meeting and to work with the KHBA before bringing this item to Work Study. Well No. 9 Update – Discussion Cont’d.: PWD Dorsey and Foreman/WSM Hunter updated Committee members on the 2016 Redesign effort by HDR Engineering for the addition of a Manganese Treatment System to Well No. 9 in 2017. In general, HDR is now 30% through the retrofit design effort, whereby the City has participated in semi- monthly design coordination conference calls since May 2016. HDR developed the outline and draft section necessary for the Department of Health (DOH) Design Report submittal. Lighthouse has not yet commenced with the Errors and Omissions process against the original Well No. 9 design consultant. To be continued.
