Meeting Minutes
September 19, 2016
Utility Committee Members Cindy Lucarelli, Fred Chang and Scott Diener met on
September 19, 2016 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also
present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey,
Foreman/Water System Manager Thomas Hunter and Citizen(s); Elissa Whittleton.
Daycare Sewerage Fees – Discussion Cont’d.: As requested at the August
meeting, PWD Dorsey updated presented to Committee members on the request by Ms.
Laura Kirkham to reconsider how small in-home daycares are currently being billed for
sewerage by the City. In general summary, and upon further discussion with Utility
Billing, it is still recommended by Staff to adjust the Category #17 sewerage billing for
small in-home daycares with 6 children or less as previously presented. As a reminder,
a day care facility with 6 children or less is currently billed 2x the single family basic
rate ($222) under Category #17. For a day care facility with 7 to 25 children, a 50%
surcharge ($111) is added. For more than 25 children, the facility is billed as a school
under Category #6. The Staff recommendation is still as follows; bill small in-home
daycare facilities with 6 children or less, the single family residential basic rate ($111)
and bill a day care facility with 7 to 25 children, the basic rate ($111) plus the additional
$222. Therefore, the 7 to 25 facility total of $333 remains the same and the 6 or less
facility is reduced by half. PWD Dorsey also reminded Committee members of the
discussions held during the recent 18-month Water/Sewer Gap Analysis, whereby the
City considered changing to a ‘winter average water usage” based billing for sanitary
sewer, but chose not to do so for various reasons. To be continued for further
discussion at the October Work Study Session.
Well No. 9 Update – Discussion Cont’d.: PWD Dorsey and Foreman/WSM Hunter
updated Committee members on the 2016 Redesign effort by HDR Engineering for the
addition of a Manganese Treatment System to Well No. 9 in 2017. In general, HDR
appears to have the bulk of their design criteria alternatives vetted and the project is
now ready to move from the current 30% retrofit design effort to the 100% Ad Ready
PS&E with the 2016 Contract period. To be continued.
Storm Water Code (LID) Updates – Discussion: PWD Dorsey updated Committee
members on the current Storm Drainage Utility - Low Impact Development (LID) code
revision status, as required by the Department of Ecology prior to January 30, 2017 and
pursuant to the City’s NPDES Phase 2 Permit for storm drainage compliance. The City
Attorney has been assigned to work with Staff on the completion of this task, as well as
working with the Planning Department’s Code Review Committee (as a function of the
required public outreach component) and the Planning Commission. PWD Dorsey also

provided Committee members with a copy of the recent District Court Complaint
brought against Snohomish County (defendant) by the Puget Soundkeeper Alliance
(Plaintiff) for alleged ‘ongoing violations’ of their NPDES Phase 1 Permit. To be
discussed further. Assistant City Engineer/Storm Water Manager Archer-Parsons to
provide a COPO Phase 2 NPDES Permit update at the October 17, 2016 Utility
Committee meeting.
Fire Hydrant/Valve Operations & Maintenance - Discussion: PWD Dorsey and
Foreman/WSM Hunter presented to Committee members, new information regarding
the City’s recent efforts to better inventory, repair, maintain and document the City’s
numerous water system fire hydrants and valves. Using our new GIS platform and
allocating much needed time and resources, public works staff has been operating,
maintaining and documenting for repair, all fire hydrants within the City(s) two water
systems. Once complete, staff will focus on water system valves. To be continued.
