04/17/2015 - MinutesUtility Committee Minutes Meeting of April 17, 2015 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes April 17, 2015 Utility Committee Members Rob Putaansuu, John Clauson and Cindy Lucarelli met on April 17, 2015 at 7:30 a.m. at the Family Pancake House. Also present: Public Works Director Mark Dorsey, Mayor Tim Matthes, Treasurer Allan Martin and city resident Elissa Whittleton. Water-Sewer Gap Analysis – Final “Draft” Presentation: Katy Isaksen of KIA presented to Committee members the current version of the 2015 Water/Sewer Gap Analysis as requested by Council. The current Water/Sewer Rate Outlook was included with this updated presentation. Results will be presented to the full City Council at the May 19, 2015 Work Study Session. In addition and as requested previously, the annual consumption summary results identified the (28) high water usage services as being McCormick Woods landscape irrigation. Katy Isaksen to attend and present at the May 19, 2015 Work Study Session the updated Analysis to the full City Council. Waste Management Contract Renewal - Discussion: PWD Dorsey provided Committee members with the pending Waste Management edited Contract for Solid Waste Services, for review, up for renewal by June 30, 2015. Also, a brief WUTC Tariff #20 rate comparison discussion was presented. The primary presentation/discussion will occur at the April 21, 2015 Work Study Session. Waste Management representative to present the proposed Contract and Rate Structure to the full City Council at the April 21, 2015 Work Study Session. Well #10 Project Status – Update: PWD Dorsey once again updated Committee members on the current Well #10 DWSRF funded project status as follows: Manganese - Pilot Testing: Upon direction by Staff, BHC Consultants are moving forward with the ATEC option for the needed Manganese Treatment Pilot Testing, whereby the sole source vendor provides a study specific to their treatment system. Public Works staff has hands-on experience with the local ATEC system and BHC has confirmed the ability to sole source. To be continued. Well #9 Project Closeout – Update: PWD Dorsey again updated Committee members on the current Well #9 project closeout status, that being the City continues to work towards the presentation of a Demand Letter to PACE, through the assistance of HDR Engineers. In addition, it appears that pump performance issues are contractor and/or pump supplier issues. I&E Construction has been notified by Pace to address the non-performance, based upon the design (pump curve) specifications. To be continued. Utility Committee Minutes Meeting of April 17, 2015 Page 2 of 2 LED at Signals in 2016 – Discussion: PWD Dorsey presented to Committee members, a proposal from Kitsap County Public Works to convert the City’s traffic signals to LED. Although maintenance and power costs are greatly reduced over time, the conversion cost is significant. PWD Dorsey to request formal proposal for both LED conversion and left-turn flashing yellow conversion for possible inclusion within the KC ILA for the 2016 Budget. Well #4B - Update: PWD Dorsey advised Committee members that Ecology has approved the assignment of the Water Rights Application for G1-26447 to the City of Port Orchard. City to monitor water usage per Agreement. Public Works Vehicles – Discussion: PWD Dorsey presented to Committee members a Memorandum regarding proposed Public Works Shop Vehicle Replacements for 2015/2016, given the recent loss of two (2) trucks to age/use. Committee members supported the immediate purchase of a Utility Trailer to replace the water emergency repair truck. Two (2) new trucks will be proposed within the 2016 Budget. PWD Dorsey to commence purchase of Utility Trailer in 2015.
