Mosquito Fleet Trail
The Mosquito Fleet Trail is a planned pathway in
Kitsap County, with a vision to enhance connectivity
and provide safe, non -motorized transportation
options. Named after the historical fleet of passenger
vessels that navigated Puget Sound, the trail aims to
link communities along the waterfront. The project
seeks to address the challenges faced by cyclists and
pedestrians.

The Mosquito Fleet Trail in Port
Orchard is known as the Bay Street
Pedestrian Pathway, a scenic route
that traces the historic routes of the
Mosquito Fleet, a network of small
steamboats that once connected
communities throughout Puget
Sound in Washington State. The trail
offers walkers, joggers, and cyclists
a chance to explore the area's
maritime heritage while enjoying
stunning views of the water and
surrounding landscape. Stretching
along the shoreline, the trail
provides access to parks, waterfront
amenities, and historical sites,
making it a popular destination for
both locals and visitors seeking
outdoor recreation and a glimpse

Downtown Subarea Plan and
Redevelopment

In 2021, the City of Port Orchard completed
the Downtown Subarea Plan to redevelop the west
end of downtown.
This plan involves a public -private partnership between
the city, Kitsap Bank, Kitsap Public Facilities District,
Kitsap Regional Library, and other local landowners.
The integration of new amenities will create a vibrant
and inviting waterfront destination for residents and
visitors alike.
The City, in partnership with the I

Key accomplishments will include the
completion of the Bay Street Pathway and
the Port Orchard Waterfront Park.
A new Community Events Center/Public
Library building, enhancing waterfront
amenities.
There's an exiting opportunity to further
expand public space with the addition of a
Waterfront Plaza.
Bay Street Reconstruction
These efforts align with the City's Downtown
Sub Area plan and will be transformational
for revitalizing Downtown Port Orchard.
The Bay Street improvement project is one
of several investments required to support
the redevelopment effort.
The resulting street improvement will create
a new pedestrian -accessible connection
from the waterfront to the upper area of
downtown, including City Hall and the Kitsap
County Campus.
The integration of new amenities will create
a vibrant and inviting waterfront destination
for residents and visitors alike.
BAY STREET PATH ELEMENTS
The Bay Street Pathway would be approached as a streetscape multi -used trail, with amenity zones that will
render both function and aesthetic opportunities as well as enhance the experience of all users, including
drivers, cyclists, and pedestrians.

The Bay Street Pedestrian Pathway is a significant segment of the Mosquito Fleet Trail.
Completing the pathway will provide additional opportunities for people to access:

Next Steps
The next phase of the project will complete the mile long multi -purpose path/trail, connecting the
downtown plaza and Port Orchard ferry facility to the the Annapolis ferry facility.
