CALL TO ORDER Mayor Putaansuu called the meeting to order at 6:31 p.m. PLEDGE OF ALLEGIANCE Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 2. PRESENTATION There were no presentations. 6. PUBLIC HEARING There were no public hearings 7. BUSINESS ITEMS 7.A Adoption of an Ordinance Amending POMC § 13.06.100, Pertaining to Stormwater Rate Implementation Moved by Mark Trenary; seconded by Scott Diener to Adopt an ordinance amending 13.06.100 pertaining to the billing cycle for storm drainage service charges. Motion Carried: 7- 0 Voting For: Mark Trenary, Fred Chang, Jay Rosapepe, Scott Diener, Eric Worden, Heidi Fenton, John Morrissey Voting Against: None 7.0 Adoption of a Resolution Approving the Purchase of Equipment for the Equipment Rental Revolving Fund 500 Moved by Scott Diener; seconded by Mark Trenary to Adopt a resolution providing City Council approval of the purchase of a vehicle from PVFT Motors, Inc., under ADA Contract No. CTR059322, and authorizing the Mayor to execute all necessary documents to effectuate the purchase. DISCUSSION ITEMS 8.A NEW ITEM ADDED: Bethel Road Phase 1 Public Works Director Ryan provided a presentation which included stamped concrete median, planted median, City design standards, and Western Washington Phase II Municipal effective August 1, 2024. Continued discussion included street trees, landscaping, irrigation, and maintenance. 9. REPORTS OF COUNCIL COMMITTEES Councilmember Rosapepe reported on the June 27th Land Use Committee meeting. Councilmember Morrissey reported on a meeting he attended regarding lodging tax and an upcoming worldwide soccer event. 10. REPORT OF MAYOR The Mayor reported on the following: • Bay Street reconstruction. • Community events center and shoreline work. • Farmers market. • Grants Pass decision. • Rental assistance program. • Upcoming event for former Councilmember John Clauson. 11. REPORT OF DEPARTMENT HEADS Community Development Director Bond reported on the City's current population. Police Chief Brown reported on Salish Behavioral Health. Public Works Director Ryan reported on the Marina Pump Station project, weekly sweeping of Bay Street in the downtown area, tour of operations center on August 13th, and an update on seasonal employees. 12. CITIZEN COMMENTS There were no citizen comments. 13. GOOD OF THE ORDER Councilmember Fenton spoke about the July Coffee with Councilmembers. Councilmember Rosapepe reminded the public about the upcoming primary and voting and would like to add a firework discussion at the next work study meeting. Councilmember Worden spoke about Bay Street Beautification Day on July 20th. Councilmember Chang spoke about a Port Orchard Kiwanis meeting he attended with a presentation from Kitsap Mental Health and asked about starting an information meeting of Councilmembers. 14. EXECUTIVE SESSION There was no executive session. 15. ADJOURNMENT The meeting adjourned at 8:05 p.m. No other action was taken.
