The meeting streamed live on the City's YouTube channel. 1. CALL TO ORDER Mayor Putaansuu called the meeting to order at 6:30 p.m. PLEDGE OF ALLEGIANCE Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 2. DISCUSSION ITEMS Moved by Jay Rosapepe; seconded by Scott Diener to Add a discussion about July 4th fireworks. Motion Carried: 7 - 0 Voting For: Mark Trenary, Fred Chang, Jay Rosapepe, Scott Diener, Eric Worden, Heidi Fenton, John Morrissey Voting Against: None Moved by John Morrissey; seconded by Heidi Fenton to Add a discussion about the FIFA World Cup and lodging tax. Public Works Director Ryan provided a presentation, 'Fluoridation of Drinking Water', which included what is fluoride, naturally occurring fluoride by County, recent legislative changes for public water systems, and sources of fluoride. Continued discussion included environmental impacts, the City's water systems, injection of fluoride, concerns about fluoride and sodium fluoride, other jurisdictions who fluoridate their water systems, levels of fluoride, safety and health, public outreach, and treatment. Mayor Putaansuu asked if any Councilmembers would like to bring this item to a regular business meeting to vote on removing fluoride, to raise their hands. Councilmembers Fenton and Chang raised their hands. Councilmembers Rosapepe, Trenary, Worden, Morrissey, and Diener did not raise their hands. Council direction: No direction was given to staff. EXECUTIVE SESSION At 7:27 p.m., due to issues joining the executive session via Zoom, a 5-minute break was held. At 7:32 p.m., Mayor Putaansuu recessed the meeting for a 15-minute executive session pursuant to RCW 42.30.110(1)(i) to discuss legal risks of a proposed action when public discussion may have adverse legal or financial consequences. City Attorney Archer was invited to attend, and City Attorney Archer announced no action would be taken. At 7:47 p.m., Mayor Putaansuu extended the executive session an additional 10-minutes. At 7:57 p.m., Mayor Putaansuu extended the executive session an additional 10-minutes. At 8:07 p.m., Mayor Putaansuu reconvened the meeting back into session. 2.13 Bethel Phase I Improvements Estimated Time: 30 minutes Public Works Director Ryan provided a presentation which included stamped concrete median and Minutes of July 16, 2024 2 Docusign Envelope ID: 747D9E36-B02F-4887-B74A-846D55AB0848 estimated pricing, planted median and estimated pricing, planted median with stamped concrete estimated pricing, and next steps. Additional discussion included similarities to the Tremont project, maintenance costs, tree canopy, and irrigation. Council direction: No direction was given to staff. 2.0 Bay Street Pedestrian Pathway Project Update Estimated Time: 30 minutes Mayor Putaansuu asked for this discussion item to be removed as they work on permitting challenges. 2.1) NEW ITEM ADDED: Fireworks Councilmember Rosapepe stated he received numerous complaints from residents in the City and said now would be a good time to send a survey to the citizens to see if we wanted to move forward with any action. Additional discussion was held regarding staff time, conducting a new survey, enforcement, public firework display, and the City of Poulsbo bringing this forward for the people to vote on. It was determined that no survey will be conducted at this time. Council direction: No direction was given to staff. 2.E NEW ITEM ADDED: Lodging Tax Councilmember Morrissey explained that in 2026, the FIFA World Cup is coming to Seattle. He said Kitsap County would like to create a Kitsap Task Force and would like representation from each of the cities. Each city would provide $11,000 of lodging tax funds, and the County would make up the rest of the $85,000 project. A brief discussion was held regarding the event, lodging tax funds, marketing, and a local Fan Zone. Council direction: Staff to submit a 2025 lodging tax application in an amount up to $11,000 to be reviewed by the Lodging Tax Committee. Councilmember Morrissey would be the City of Port Orchard representative on the task force. 3. EXECUTIVE SESSION Held earlier. 4. GOOD OF THE ORDER No City Council Good of the Order was held. 5. ADJOURNMENT The meeting adjourned at 8:55 p.m. No other action was taken.
