Pursuant to RCW 35.34.090, a Public Hearing on the proposed, preliminary 2021 – 2022 Biennial Budget is required on or before the first Monday of December. The hearing allows Council to hear public input on the preliminary budget, consider public comments and make any changes as indicated by the majority of the Council. Citizens and community organizations are encouraged to participate by providing the Council with their input for future infrastructure priorities, public safety enhancements, cultural and recreational opportunities, and other public services. Following citizen comments, the public hearing will be closed, and the Council may continue with its deliberations concerning the 2021 – 2022 Biennial Budget. If the Council has any additional changes, these should be conveyed to staff so that a final 2021 – 2022 Budget can be presented for adoption on November 24, 2020. Recommendation: Staff recommends opening and holding the public hearing. Fiscal Impact: This process will ultimately culminate in November with the adoption of a 2021–2022 Biennial Budget. Attachments: Documents to be provided at October 20, 2020 meeting.
