Staff present via Zoom: Deputy City Clerk Floyd Audio/Visual was successful. 1. CALL TO ORDER Mayor Putaansuu called the meeting to order at 6:30pm. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 2. APPROVAL OF AGENDA Moved by Heidi Fenton; seconded by Fred Chang to adopt a Content of Neutral Policy regarding background during an official remote meeting. Moved by Eric Worden; seconded by Scott Diener to continue this item to a work study within the first quarter of next year, and for Council to look at Council's roles. Approval of Vouchers and Electronic Payments Approval of Voucher Nos. 88269 through 88308 including bank drafts in the amount of $148,606.25 and EFT's in the amount of $3,214,935.30 totaling $3,363,541.55. B. Approval of Payroll and Direct Deposits Approval of Payroll Check Nos. 88262 through 88268 including bank drafts and EFT's in the amount of $261,927.36 and Direct Deposits in the amount of $263,162.42, totaling $535,609.27. C. Approval of Road Closures for a Special Event: 2024 Holiday on the Bay, Formerly Festival of Chimes and Lights D. Interlocal Agreement for Officer Wellness Program between the City of Gig Harbor and the City of Port Orchard S. PRESENTATION A. Peninsula Community Health Services Danielle Gorman provided a presentation which included their mission, vision, core values, guiding principle, strategic plan 2022-2026, where care is provided, access, patient funds, medical services, dental services, behavioral health services, pharmacy services, Minutes of the October 22, 2024, City Council Meeting Page 2 of 7 Docusign Envelope ID: 44E958C4-53FD-4B5C-9E96-01 DE4179F36F mobile services, co -located care partners, school -based health centers, community work, teaching and training our local healthcare workforce, volunteers, awards, and the future of PCHS 2024-2025. B. 2025-2026 Capital Budget Finance Director Crocker provided a presentation which included capital construction funds 2025-2026, Fund 302 Capital Construction, Fund 304 Street Capital Construction, Fund 413 Water Capital Construction, Fund 423 Storm Capital, and Fund 433 Sewer Capital Construction. Additionally, Council and staff discussed several projects which included City Hall, SR166/Bay Street, Well No. 11, and the Foster Pilot Program. Moved by Jay Rosapepe; seconded by Heidi Fenton to reopen the citizen comment period. Motion Carried: 7- 0 Voting For: Fred Chang, Mark Trenary, Jay Rosapepe, Eric Worden, Scott Diener, Heidi Fenton, John Morrissey Voting Against: None Jamin Mason voiced his concerns with the NAACP and said he does not feel represented by them or is given a voice and read into the record a letter regarding his overall concerns. C. Revenue Sources and Property Tax Presentation Finance Director Crocker explained this item was presented to Council last week. 6. PUBLIC HEARING A. Public Hearing on Property Tax Levy and Revenue Sources for 2025, Current Expense Budget for the 2025-2026 Biennial Budget, to Satisfy the Requirements of I:ZdriTA:1-1W-V11 Mayor Putaansuu opened the public hearing, and there being no testimony, closed the public hearing at at 7:37 p.m. A brief discussion was held regarding if Finance Director Crocker should hold a presentation, then close the public hearing. Finance Director Crocker provided a presentation which included the General Fund 2025- 2026 Biennial Budget -Tax Revenue, General Fund 2025-2026 Biennial Budgeted Revenue - All Sources, General Fund Biennial Budget vs Prior Biennial Budget Revenue Comparison, Property Tax History, Property Tax Collection History, Property Tax Comparison 2024 to 2025, Sales Tax Collection, and Sales Tax Revenue Received by Month. BUSINESS ITEMS A. Adoption of an Ordinance setting the amount of Property Tax to be levied for year 2025, pursuant to RCW 84.55.120 Moved by John Morrissey; seconded by Eric Worden to Adopt an ordinance, setting the 2025 property tax levy and the amount of property taxes to be raised for the budget year of 2025. Motion Carried: 7- 0 Voting For: Fred Chang, Mark Trenary, Jay Rosapepe, Eric Worden, Scott Diener, Heidi Fenton, John Morrissey Voting Against: None B. Approval of a Lease Agreement with South Kitsap Soccer Club, SK United, Youth Non -Profit Soccer Club for Use of a Portion of Van Zee Park Moved by Scott Diener; seconded by Jay Rosapepe to authorize the Mayor to execute a lease with the South Kitsap Soccer Club, SK United, Youth Non -Profit Soccer Club, for temporary use of the Van Zee Park, including the lights, as presented. Motion Carried: 7- 0 Voting For: Fred Chang, Mark Trenary, Jay Rosapepe, Eric Worden, Scott Diener, Heidi Fenton, John Morrissey Voting Against: None C. Approval of an Interlocal Cooperative Agreement for Housing Incarcerated Individuals with Kitsap County Sheriffs' Office Moved by Scott Diener; seconded by Jay Rosapepe to authorize the Mayor to sign the Interlocal Cooperative Agreement for Housing Incarcerated Individuals. Motion Carried: 7- 0 Voting For: Fred Chang, Mark Trenary, Jay Rosapepe, Eric Worden, Scott Diener, Heidi Fenton, John Morrissey Voting Against: None D. Approval of the October 8, 2024, Special City Council Meeting Councilmember Morrisey pointed out that Mayor Putaansuu was not present at this tour and City Clerk Wallace said the minutes will be updated before they are signed and published. DISCUSSION ITEMS A. 2025-2026 Biennial Budget Discussion Mayor, Council, and staff discussed the proposed 2025-2026 biennial budget which included the status of topics discussed during the Council Retreat, mid -year budget review, full-time parks employee and seasonal workers, parks and development, roads and paving, Equipment Rental Revolving Fund and city -owned vehicles, Public Information Officer/Communication Specialist, website, 1/10th ballot, and social media. After discussion, a majority of the Council would like to fund a full-time parks employee, cut two seasonal employees, and use the dollars from one of the seasonal employees to put towards paving. 9. REPORTS OF COUNCIL COMMITTEES A. Council Advisory Committees Councilmember Rosapepe reported on the October 8th tour of the Marina Pump Station and the October 16th Land Use Committee meeting. Councilmember Morrissey reported on the October 14th Economic Development & Tourism Committee meeting and also reported on request for proposals for lodging tax and meeting dates for 2025. Councilmember Trenary reported on the October 15th Finance Committee meeting. Councilmember Diener reported on the October 22nd Transportation Committee meeting. 10. REPORT OF MAYOR The Mayor reported on the following: • December 5th KRCC Legislative Reception. • Housing Kitsap and use of resources. • Request and concerns for a free public library on City right-of-way. • Vacation in November. • Attended a Risk Management Service Agency conference and noted City Clerk Wallace served on that board for 10 years. The City also received an achievement award for claims • management practices. • Monthly Port Orchard Bay Street Association meeting topics. REPORT OF DEPARTMENT HEADS Public Works Director Ryan reported on the upcoming Holiday on the Bay, lights around the City, and tree for City Hall. Finance Director Crocker reported thanked Council for working through the budget process and spoke about upcoming budget timelines. He also discussed auditing, rating on LTGO bonds, and the water meter project. DCD Director Bond reported on the comprehensive plan and timelines, active code enforcement cases, SmartGov permitting software, EV charging stations survey, and House Hunters in Port Orchard. Chief of Police Brown provided a quarterly update, and noise during the night at the waterfront. City Clerk Wallace reported on the upcoming October 30th Special Council meeting, official newspaper, animal variance public hearing and road closure approval for the Holiday on the Bay. 12. CITIZEN COMMENTS There were no citizen comments. Moved by Heidi Fenton; seconded by Fred Chang to continue the meeting for an additional 5 minutes. GOOD OF THE ORDER Councilmember Fenton reported on the upcoming Boo Bash and fluoride lawsuit. Councilmember Rosapepe asked that people read the judgement that was sent out regarding the fluoride. Councilmember Worden mentioned that he and Kathleen Wilson, director of the Port Orchard Library, are in charge of decorating the stage for the tree lighting. Also, Lowes has donated thousands of dollars to the event to make it special. 14. EXECUTIVE SESSION There was no executive session.
