Staff present via Zoom: City Clerk Wallace The meeting live streamed to YouTube and audio/visual was successful. 1. CALL TO ORDER Mayor Putaansuu called the meeting to order at 6:32 p.m. A. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. Mayor Putaansuu reported on vault issues within the building located in the police parking lot and how it affects the budget, the City received an award for the Ruby Creek Lift Station, culvert project on Mile Hill, and Well No. 8. 2. DISCUSSION ITEMS A. Comprehensive Plan DCD Director Bond shared a presentation on the 2024 Comprehensive Plan Periodic Update which included Planning Commission making a recommendation for the City Council to adopt the plan, Washington State Growth Management Act, Puget Sound Regional Council Vision 2050, Kitsap County Countywide Policies, Port Orchard Comprehensive Plan, Periodic Update Timeline, Public Minutes of November 19, 2024, City Council Work Study Meeting Page 1 of 2 Docusign Envelope ID: DB364CFO-1108-4086-BB9B-D30B3E5644EA Engagement Process, Regulatory Adoption Process Milestones, Table of Contents, Zoning Map, and the PSRC Comment Letter Received. He continued to discuss the chapters and appendices of the plan and explained any changes if applicable. Additional discussion was held regarding affordable housing, multifamily tax exemption, where other jurisdictions are with their comprehensive plans, next steps, how to make updates after it has been adopted, climate change and emissions, code interpretations, and Bay Street Pedestrian Pathway and the Annapolis Dock. B. Council Special Meeting Debrief Mayor Putaansuu and Council spoke about the October 30, 2024, Special Council meeting, when the next Special Meeting should be held, Council's overall thoughts about the meeting, budget and staffing, Council retreat, parks and parks department, and city administrator. C. Council 7-year Vision Plan This discussion was included in the earlier discussion of Council Special Meeting Debrief. D. Parking Oversize Vehicles Mayor and Council discussed the proposed ordinance which included which City parking lots to enforce the parking of oversized vehicles, Port of Bremerton parking lots and enforcement, public and angle parking, and parking lots located at public parks. Councilmembers would like City parking lots 1, 2, and 10 to be enforced for parking of oversized vehicles. 3. GOOD OF THE ORDER Councilmember Chang asked if Council would be interested in revisiting the ordinance that limited the number of house pets and asked if 3 is the right number. Responding to Mayor Putaansuu, Councilmembers Chang and Fenton indicated their interest in moving forward with this discussion. Councilmembers Trenary, Worden, Rosapepe, Diener and Morrissey indicated they were not interested. The discussion will not move forward at this time. Councilmember Diener reminded Council that during public hearings, Council is only allowed to ask clarifying questions, allow the citizen to finish commenting, then close the public hearing. 4.
