BETWEEN
THE CITY OF PORT ORCHARD
AND THE PORT ORCHARD POLICE GUILD
The City of Port Orchard ("City") and the Port Orchard Police Guild ("Guild") enter into
this Memorandum of Understanding ("MOU") regarding specialty premium pay in the 2025-2027
Collective Bargaining Agreement ("CBA") negotiated between the parties.
WHEREAS, during negotiations, new premium pays were added for bilingual fluency and
instructors; and
WHEREAS, the intent of the new premium pays was to encourage and reward employees
providing additional skills and benefits to the department; and
WHEREAS, Article 8.4 prohibits stacking specialty assignment premium pays; and
WHEREAS, the parties did not intend the stacking restriction to apply to bilingual and
instructor premium pay;
NOW, THEREFORE, the City and the Guild agree as follows:
1. The last two sentences of Article 8.4 of the CBA are amended as follows:
Provided, however, no employee may "stack" SRO, Detective, and/or FTO specialty
assignment premium pay. This means that in the event an officer is eligible for two or
more of these di f ent +yp ^ premium pays (for example, for serving as a FTO and
as the SRO), the officer shall receive the higher of the two premium pay rates, but not
both. Stacking does not apply to bilingual premium and instructor premium.
2. Any employee entitled to bilingual or instructor premium pay shall not be limited by
stacking as of the first full pay period applicable for the bilingual or instructor premium
pay in accordance with the CBA.
3. This Memorandum of Understanding is effective when signed by both parties and
retroactively modifies the CBA to January 1, 2025. No modification to this
Memorandum of Understanding is valid unless in writing and signed by the parties.
