The City divides its municipal separate storm sewer system (MS4) into three maintenance sections, which are inspected every other year. Two of these sections account for approximately 45% of the total MS4 coverage area, while the third section is a 10% overlap designated for high -frequency inspection and cleaning as part of the Total Maximum Daily Load (TMDL) program. Each year, the City inspects, cleans, and schedules repairs (if needed) in one of the two 45% sections and the TMDL section. By utilizing this two -tiered approach (adapted from table 3.2 of the IC/ID field guidance manual, page 18), the City field screened 55% of its MS4 coverage area in 2025. Tier 1 activities are conducted concurrently with routine MS4 maintenance and inspection activities, such as business control inspections, catch basin maintenance, and outfall field screening during dry weather. During these Tier 1 assessments, staff investigate each feature for issues like sediment depth irregularities, suspect flowing water, spills/contaminants, odors, colors, and any suspect structures connected to the system. If any of these criteria are observed, an immediate Tier 2 follow-up is scheduled for source identification and elimination. Out of the 1,186 catch basins inspected and 1,138 cleaned, none were flagged for Tier 2 follow-up related to illicit discharge detection and elimination (IDDE) or improper connections (IC). Of the 88 business source control visits, 1 source tracing investigation was completed, and the catch basin was vacuumed and cleaned. Of the 28 outfalls field screened during dry weather, 1 source tracing investigation was completed, and Kitsap County was notified as the source was found to be outside city limits. 37 S5.C.5.d.ii Describe how you publicized a hotline telephone number for public reporting of spills and other illicit discharges in the Comments field.
