Roll Call was taken by the City Clerk as follows:

1. CALL TO ORDER
A. Pledge of Allegiance
Mayor Pro-tem Diener let the audience and Council in the Pledge of Allegiance.
2. APPROVAL OF AGENDA
Moved by Jay Rosapepe; seconded by Mark Trenary to Approve the agenda as presented.

3. CITIZEN COMMENTS
Stan McKenzie spoke to the proposed upgrades to Bay Street and offered suggestions and
observations on how to attract visitors.
Rick Boston voiced his concerns with City staff, code enforcement and permitting his building
off of Sedgwick Road.
Greg Krabbe, on behalf of McCormick Communities, thanked staff for their hard work on
getting the final plat ready for Council approval and also mentioned the City is understaffed and
needs more employees in the building, engineering and planning departments.
4. CONSENT AGENDA
Moved by John Morrissey; seconded by Heidi Fenton to Approve the Consent Agenda as
presented.

A. Approval of Vouchers and Electronic Payments
Approval of Voucher Nos. 88922 through 88971 including bank drafts in the amount
of $256,382.73 and EFT's in the amount of $1,115,753.38 totaling $1,372,136.11.
B. Approval of Payroll and Direct Deposits
Approval of Payroll Check Nos. 88917 through 88921 including bank drafts and EFT's in
the amount of $293,049.07 and Direct Deposits in the amount of $277,899.11 totaling
$570,948.18.
C. Approval of Road Closures for a Special Event: The Unforgotten: Run to
Tahoma
D. Approval of Special Event Street Closure: Mustangs on the Waterfront
E. Approval of Special Event Street Closure: 28th Annual Cruisin' Sunday Car, Truck &

5. PRESENTATION
A. Port Orchard Police Department 2024 Awards
Chief of Police Brown presented officers, sergeants, and staff with awards for their work in
2024.

6. PUBLIC HEARING
A. A Public Hearing on an Ordinance Amending School Impact Fees, Amending
Section 20.182.070, and Section 20.184.010 of the Port Orchard Municipal Code
Mayor Pro-tem Diener opened the public hearing at 7:14 p.m.
In response to a citizen, Councilmember Morrissey said the school district sets the fees, we are
just a pass through. Any impact fees collected inside City limits go towards schools that are
inside City limits.
There being no more testimony, Mayor Pro -tern Diener closed the public hearing at 7:15
p.m.
7. BUSINESS ITEMS
A. Adoption of an Ordinance Amending School Impact Fees, Amending Section
20.182.070, and Section 20.184.010 of the Port Orchard Municipal Code
Moved by Jay Rosapepe; seconded by John Morrissey to Adopt an ordinance amending
school impact fees, amending section 20.182.070, and section 20.184.010 of the Port
Orchard Municipal Code as proposed.
Motion Carried: 6- 0

B. Ordinance Amending POMC Sections 10.12.490 and 10.12.490, pertaining to
Saturday Parking Enforcement
Moved by John Morrissey; seconded by Fred Chang to Adopt an ordinance amending POMC
Sections 10.12.490 and 10.12.500 to authorize Saturday parking enforcement in certain
areas of the City.
Motion Carried: 6- 0

C. Approval of the March 11, 2025, City Council Regular Meeting Minutes
Moved by Jay Rosapepe; seconded by Mark Trenary to Approve the minutes of March 11th as
presented.

Moved by John Morrissey; seconded by Heidi Fenton to Approve the work study session minutes
from March 18th as presented.

E. Approval of the March 25, 2025, City Council Regular Meeting Minutes

minutes.

Voting Against: None

8. DISCUSSION ITEMS
A. Port Orchard Municipal Code Chapter 5.90, Cabaret License
City Attorney Archer explained Port Orchard Municipal Code Chapter 5.20 pertains to Cabaret
licenses the City issues and are considered an additional regulatory license that certain businesses
need to obtain. The license is required for any business that is open to the public or members in
which the guests, patrons, entertainers or other persons are allowed to dance, sing, or perform
music or live entertainment, including comedy, in connection with the restaurant business or the
business of directly or indirectly selling food or refreshments, including liquor, for consumption on
or within the premises.
Additional discussion was held regarding business licensing, application process, the need to
review the current cabaret code, building inspections and redundancy.
Mayor Pro -tern Diener asked Council who would like this to be continued at the next work study
session. Councilmembers Chang, Diener and Fenton raised their hands but there not being a
majority, this discussion will not be moving forward.

9. REPORTS OF COUNCIL COMMITTEES
No reports of Council Committees as they have all been reported on or the Committee has not
yet met.
10. REPORT OF MAYOR
No report of the Mayor.
11. REPORT OF DEPARTMENT HEADS
City Clerk Wallace mentioned the Candidate's Forum is scheduled to be held at City Hall on
Thursday, April 10th and also noted Cabaret licenses used to be called House Banked Social Card
Games within the City Limits.
Public Works Director Ryan reported on Well No. 11, Foster Pilot Project update, Marina Lift
Station, City Hall Renovation updates, and closure of City Hall on April 11th for power transfer.
City Attorney Archer reported on legislative activities including use of AI being a mandatory
bargaining topic, and property tax.
12. CITIZEN COMMENTS
There were no citizen comments.
13. GOOD OF THE ORDER
Councilmember Fenton mentioned this Saturday is the first day of the Farmers Market.
Councilmember Trenary thanked Chief of Police Brown for bringing his staff in tonight and letting
Council be a part of the award ceremony.
Councilmember Morrissey said he missed the last meeting and thanked everyone for reaching out
to him and also thanked Chief of Police Brown for the award ceremony.
Councilmember Chang discussed next week's work study meeting which is also the Council's
Strategic Planning Session.
Councilmember Rosapepe asked all departments to bring forth more good news to Council
meetings and mentioned there was a peaceful protest in Port Orchard [April 5] with over 1,700
people attending.
Mayor Pro -Tern Diener said Tacoma Community College dropped their appeal of Olympic College's
radiological and diagnostic technical sonography programs.
14. EXECUTIVE SESSION
No executive session was held.
