MEMORANDUM OF UNDERSTANDING
BETWEEN
KITSAP COUNTY SHERIFF'S OFFICE AND CITY OF PORT ORCHARD
Surplus Police Vehicle Transfer
For and in consideration of good and valuable consideration, the receipt and sufficiency of
which are acknowledged, this Memorandum of Understanding is executed between the Kitsap
County Sheriff's Office (KCSO) and the City of Port Orchard (City), and effective on the date
fully executed below. The purpose of this Memorandum of Understanding is for the City to
approve the transfer of two (2) surplus police vehicles.
• 2013 Ford Explorer, VIN# 1 FM5K8AR2DGC26139
• 2014 Ford Taurus, VIN# 1FAHP2MK7EG170463
as a donation to KCSO for Emergency Vehicle Operations Course (EVOC) training use. This
course is designed to instruct Law Enforcement Officers in Vehicle Pursuit Operations. Heavy
emphasis is placed on vehicle dynamics, skid recovery, understeer, oversteer, eye placement,
and control techniques, and the City recognizes the value of this local training course. The Port
Orchard Police Department participates in the EVOC training, and this surplus Police Vehicle
donation helps ensure costs will be minimized for all parties participating in the valuable training
the EVOC provides.
KCSO agrees to accept these vehicles in "as -is / where -is" condition, to transfer the vehicle
titles into its name promptly upon receipt of the vehicles, and to comply with all other applicable
Washington state law(s) regarding transfer of ownership. This Memorandum of Understanding
is intended to meet the requirements set forth for the disposal of personal property, transfer to
government agency pursuant to POMC 1.30.020.
This memorandum is executed on this date May 14, 2025 by the parties below
