RESOLUTION NO. 027-25
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
ADOPTING POLICY AND PROCEDURE RELATED TO COMMUTE TRIP
REDUCTION INCENTIVES FOR CITY EMPLOYEES.
WHEREAS, since 1991, the State of Washington requires large employers located within
counties meeting certain size and congestion criteria to establish a Commute Trip Reduction (CTR)
program ; and
WHEREAS, the purpose of the CTR program is to reduce the impacts of employee
commuting; and
WHEREAS, the City of Port Orchard, while not a large employer as defined by the CTR law,
voluntarily participates in commute trip reduction efforts; and
WHEREAS, the City's Human Resources Analyst serves as the Employee Transportation
Coordinator; and
WHEREAS, Human Resources recently learned that there are funds for CTR within the
budget of the Community Development Department; and
WHEREAS, City staff recommends using these budgeted CTR funds to incentivize alternative
commute modes as described in Exhibit 1 and provided for in RCW 70A.15.4040; now, therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above are
hereby adopted and incorporated as findings in support of this Resolution.
THAT: The City Council adopts a Personnel Policy and corresponding Operating Procedure in
substantially the form attached hereto as "Exhibit 1", and the Mayor is authorized to
implement same and incorporate the policy and procedure into the City's policy manual.
THAT: City staff is authorized to sign any agreement consistent with the implementation of
this policy and associated operating procedure without further action by the Council.
THAT: The Resolution shall take full force and effect upon passage and signatures hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by
the City Clerk in authentication of such passage this 27t" '11 y 2015.

4.1 Working Hours
The City's business hours are Monday through Friday from 8:00 a.m. to 4:30 p.m. A
normal working schedule for regular, full-time employees consists of forty (40) hours each
workweek, from Sunday through Saturday. Different work schedules and defined workweeks may
be established by the City to meet job assignments and to accomplish the necessary business of
the City and comply with Commute Trip Reduction. Each employee's supervisor will advise the
employee of their specific working hours.

with serving as the Employee Transportation Coordinator for Commute Trip Reduction
purposes. HR has recently learned that there is a budget for Commute Trip Reduction and
wishes to implement a process by which employees who use qualifying alternative
commute modes can qualify for benefits such as a transit and/or fegy passes to aid in their
efforts to leave their single occupancy vehicle at home when commuting to work.]
340 Procedure for Smart Commuter Benefits
The Washington state laws regarding commute trip reduction are intended to reduce
automobile -related air pollution, traffic congestion, and energy use through employer -based
programs that encourage the use of alternatives to the single occupant vehicle traveling during
peak traffic periods for the commute trip. (Chapter 468-63 WAC). As an employer, the City
of Port Orchard encourages employees to support commute trip reduction efforts by looking
for alternatives to a single occupant vehicle commute.
Employees choosing to commit to alternative commute method(s) are eligible for Commute
Trip Reduction benefits as outlined in this document.
Eligibility
Employees wishing to attain City benefits in connection with Commute Trip Reduction
efforts must:
1. Be a regular employee (not seasonal, temporary, etc.) of the City of Port Orchard.
2. Travel to work by a method other than a single occupancy vehicle (e.g. walking,
biking, riding a bus or ferry (as a walk on passenger), carpooling, and/or vanpooling)
at least three (3) days per week.
3. Register with Kitsap Transit as a Smart Commuter.

Benefit Requests
1. Provide the Smart Commuter confirmation email from Kitsap Transit with your Smart
Commuter permit number to your Employee Transportation Coordinator.
2. Request your chosen Commute Trip Reduction benefit(s) from your Employee
Transportation Coordinator.
Availability of Commute Trip Reduction benefits may vary from year to year and may
include the following options:
• ORCA Business Passport
• "RideShare Only" sign mounted in a parking stall in the applicable employee
parking lot
o Eligible employees will receive a Carpool placard from Kitsap Transit
• Subsidized vanpool fees
• Access to SCOOT car
• Availability of Guaranteed Ride Home program

Approval Process
1. Approval of any requested benefits shall depend on current availability of items and
the availability of funds in the Commute Trip Reduction budget. Funds are generally
available on a first come, first served basis.
2. The combined total value of Commute Trip Reduction benefits per employee shall
not exceed $150 in a calendar year.
3. Depending on the chosen benefits and the applicable IRS regulations, the employee
may be required to pay taxes on the cost of the benefit.
4. "RideShare Only" signs shall be limited to one or no more than 10% (whichever is
greater) of the available parking stalls within each parking area unless otherwise
approved by the Mayor or designee.
5. Smart Commuter employees shall renew their registration with Kitsap Transit
annually and submit registration to their Employee Transportation Coordinator as
outlined above.
