BE I ' O! DA.I by the Council of the Tom of Port Orchard: Section 1. That Sidney Street from the : o'« Iargin o .::o3r S`trect to the South o' d. ^_0rc'h� ^d, in the 2own of Port Orchard, be improved by clearing, grubbing and grading said street to a uniform width of 30 feet between curbs, according to the official grade for said street and the profile, plane and specifications prepared under the direction of the !o Council of said crown, and on file in the office of the Town Clerk. Section I.I. That said improvement shall be done by contract and let to the lowest responsible bidder after at least seven clays' notice, which said notice shall be posted. or published in the same manner as the ordinances of the town are poetci or -:published, and which said notice shall specify the time and plae - of opening the bids for said improvement, and provide that.. all bidders must ma 3m a &.,oait of a certified check oLla=:fvl money of the United States of at leap ton per cent of the amount of the bid to se- vure the said contract if awardedto the bidder, and said notice shall contain the farther provision that any or all bids may be rejected by the Town Council,. Section III. .The bidder to whom said contract is awarded shall enter into a writte] contract with said. Town in accordance -,Ath saidbid, and give a good and suf-'ioiont bond to the said To• n in amount equal to said bid, conditioned that said contractor shall carry out and perform all conditions of said contract and. pay for the labor and material used therein. Said improve- ment to be done in a workaanlike manner and sabjeot to the approval and acceptance of said To Council, and shall be completed within such reason able tine as said Council may designate in the said contract. Section IV. That the mode of maid.ng payment to the contractor for such improve- ment shall be by warrants drawn on the :street Iruprovement d for the district hereinafter named. Said warrants may be issued from time to time during the progress- of the work for any =- o,,nt not exceeding seven- ty-five per Dent of the contract price for the proportionate amount of the work then completed as estimated by the City engineer. Said. warrant shall be issued. in sums not to exceed. Council, on the receipt of said assessment roll, shill causo notice to be posted or published in the same manner as the ordinances of the,Thn are posted or published., at least seven days, notifying all persons interested that said roll has been prepared and filed, and require Et them to appear at the time and place specified in said. notice, not later than ten days from the date of said notice, to make objections, if any they hare, to said assessment, and the loci Council at the time fixed in said notion shall consider any and all objections made, and shall make • sash corrections on said roll as it may deem jwt and proper. the ?om Council shall then by ordinance approve said assessment roll and shall levy and assess the amount thereof against each lot, piece or parcel of land. on said roll, and shall certify such levy as corrected., against each lot, ,piece or parcel of land, and declare the same a lien thereon and. di- rect the Clerk to deliver to the Treasurer of said. wo the said assessment roll, and °upon the delivery of the same to said Treasurer he shall proceed to collect the some in the manor provided by law, and give notice that the said assessment roll is in his hands for collection as hereinafter _pro deed..
