014-17 - Ordinance - POMC 2.04.010 Council Meetings, Meeting Time and PlaceORDINANCE NO. 014-17 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING PORT ORCHARD MUNICIPAL CODE 2.04.010 (COUNCIL MEETINGS, MEETING TIME AND PLACE); PROVIDING FOR SEVERABILITY AND PUBLICATION; AND SETTING AN EFFECTIVE DATE. i WHEREAS, the City Council has taken into consideration whether it may be in the best interests of the city to establish an earlier start time for city council meetings; and WHEREAS, at the direction of the City Council, city staff posted an online survey asking the public whether they would be more likely to attend city council meetings if the start time were established 30 minutes earlier than the current 7:00 pm start time; and WHEREAS, the results of the survey were that approximately 76% of participants stated that they would be more likely to attend city council meetings if the meetings started 30 minutes earlier; and WHEREAS, the City Council has therefore determined that it is in the best interests of the city to establish a 6:30 pm start time for city council meetings; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The Port Orchard Municipal Code Section 2.04.010 is hereby amended to read as follows: Meeting time and place. (1) Regular Business Meetings. The regular meeting of the city council shall be held on the second and fourth Tuesday of every month, in the council chambers of City Hall, commencing at the hour of 6:30 p.m. and continuing to 9:30 p.m. To continue past the 9:30 p.m. adjournment time, a majority of the city council must concur. In the event any regular meeting falls on a holiday, the city council shall meet on the next business day at the same hour. 2.04.010 (2) Study Sessions. Council study session shall be held on the third Tuesday of every month, in the council chambers of City Hall, commencing at the hour of 6:30 p.m. In the event the work study session falls on a holiday, the city council shall meet on the next business day at the same hour. If any section, sentence, clause or phrase of this Ordinance should be held to be unconstitutional or unlawful by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this Ordinance. SECTION 3. Publication. This Ordinance shall be published by an approved summary consisting of the title. SECTION 4. Effective Date. This Ordinance shall take effect and be in full force and effect five days after publication, as provided by law.
