RESOLUTION NO. 030-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON, AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH
SMS CLEANING, INC. FOR JANITORIAL SERVICES AT CITY FACILITIES.
WHEREAS, the City of Port Orchard identified the need for janitorial services to maintain
various City -owned buildings, including City Hall, the Department of Community Development,
the Public Works Shop, the Greenwood Building, and the Active Club; and
WHEREAS, in accordance with State law and the City's adopted procurement policies,
the City issued an Invitation to Bid (ITB) via the MRSC Rosters on May 1, 2025, seeking qualified
contractors to provide janitorial services; and
WHEREAS, five (5) bids were received by the May 15, 2025, deadline and reviewed by
staff for completeness, responsiveness, qualifications, and pricing; and
WHEREAS, SMS Cleaning, Inc. was identified as the lowest responsive and responsible
bidder, with a total annual cost of $63,962.36, inclusive of applicable sales tax; and
WHEREAS, SMS Cleaning, Inc. meets all City requirements and has demonstrated
experience providing custodial services for public agencies; Now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES

THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.
THAT: The City Council authorizes the Mayor to execute a contract with SMS Cleaning,
Inc. for janitorial services at City facilities in the amount of $63,962.36, inclusive of
applicable taxes.
THAT: The Resolution shall take full force and effect upon passage and signatures
hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor
and attested by the City Clerk in authentication of such passage this 27th day of May, 2025
