AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON,
AMENDING THE BUDGET FOR THE YEAR 2016 AS ADOPTED BY
ORDINANCE NO. 031-15 TO RECOGNIZE EXPENDITURES AND
REVENUES NOT ANTICIPATED AT THE TIME OF THE ADOPTION
OF THE 2016 BUDGET
WHEREAS, the City of Port Orchard adopted its 2016 Budget in Ordinance No. 031-15;
and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of
appropriation adjustments that could not have been anticipated at the time of passage of the
2016 Budget, as provided in RCW 35.33.091 and RCW 35.33.121; and
WHEREAS, the City is seeking to procure construction funding for the "immediately
ready-to-go" Tremont Street Widening Project, applying for state grant funding, and through
the Puget Sound Regional Council and the Kitsap Regional Coordinating Council for federal
grant funding, and there is recognized need to have professional prepared grant applications,
$5,000 is provided from General Fund No. 001 for contract services by consultant KPG, Inc for
Tremont Street Widening 2016 PSRC and KRCC Countywide - Funding Application Preparation
and Support; and
WHEREAS, the City received state grant funding to complete phase 2 of the DeKalb Pier
Project, along with a funding portion from Real Estate Excise Fund No. lo9, that relied on an
engineer's estimate of $740,000, and the public works department sought bids that resulted in
9 firms providing qualified bids with amounts above the estimate, with the next closest
qualified bid of $788,993.52 from Neptune Marine, LLC that exceeded budget by nearly
$40,000, and the city desired to accept the bid exceeding the amount of budget, an additional
$40,000 is provided from Real Estate Excise Tax Fund No. 109 for Phase 2 DeKalb Pier Project;
and
WHEREAS, the City entered into a grant funding agreement with the Washington State
Recreation and Conservation Office (RCO) for the design and construction of McCormick Woods
Village Park phase 2 requiring a 50% City match budgeted from Impact Fee Fund No. Ill, and
the design, permitting, and preparation of construction documents for the project exceeded
the amount budgeted, necessitating additional funding, an additional $58,000 is provided from
Impact Fee Fund No. Ill; and

WHEREAS, the 2016 budget contemplated improvements to City Well No. 9 increasing
pumping capacity and H2S/Manganese treatment to the meet the City's potable water system
needs, and approximately $1.1 million has been invested towards this goal, with $135,000
budgeted for design modification with the City since learning there is a need for geotechnical
engineering to obtain information on the physical properties of soil and rock underlying the
site, an additional $25,000 to help design earthworks and foundations for proposed structures
is provided Water Sewer Fund No. 401; and
WHEREAS, a new position of Information Technology (IT) was approved by council
action resulting in wages and benefits, supplies and hiring expense, an additional $15,000 from
General Fund No. 001; $800 from City Street Fund No. 002; $2,750 from Water Sewer Fund No.
401, and $800 from Storm Drainage Utility Fund No. 421 is provided; and
WHEREAS, a temporary part-time Department of Community Development
Administrative Assistant position was approved in 2015 and budgeted through April 30, 2016 to
meet increased work load due to a upswing in building permit activity, with the need for the
position to be reevaluated, and the Finance Committee determining a continued need
requiring funding through 2016, an additional $15,000 from General Fund No. 001 is provided
for Department of Community Development Administrative Assistant wages, benefits, and
supplies; and
WHEREAS, the City sought and purchased a previously used Honda Police Motorcycle
surplused from the City of Federal Way, replacing a motorcycled damaged in 2015, and
requiring modifications including city markings, $9,500 from Cumulative Reserve from
Equipment Replacement Fund No. 303 is provided for the purchase of a 2009 Honda 1300P
motorcycle and ancillary enhancements; and
WHEREAS, a 2015 comprehensive review of City technology infrastructure resulted in
recommendations to improve efficiency, security, and overall performance, and it was the
recommendation of the Council Finance Committee to engage Seitel Systems, LLC to serve as
consultant to the City to implement the recommendations, including providing specifications
for equipment to be purchased by the City, $131,250 from General Fund No. 001, $22,300 from
Water Sewer Utility Fund No. 401, $5,000 from Storm Drainage Utility Fund No. 421, $7,500
from Street Fund No. 002, for Information Technology equipment purchases and Seitel
Systems, LLC consulting services; and
WHEREAS, the City received Washington State Parks and Recreation Marine Boating
Safety Grant proceeds in the amount of $12,154; now, therefore,

FOLLOWS:
SECTION 1. The 2016 Budget is amended to reflect the following:

(1) Estimated Appropriations:
a) $40,000 from Real Estate Excise Tax Fund No 109
b) $58,000 from Impact Fee Fund No. Ill
c) $50,050 from Water Sewer Fund No. 401
d) $166,250 from General Fund No. 001
e) $8,300 from Street Fund No. 002
f) $5,800 from Storm Drainage Utility Fund No. 421
g) $9,500 from Cumulative Reserve for Equipment Replacement Fund No. 303
(2) Estimated Revenues:
a) $12,154. Washington State Parks and Recreation Marine Boating Safety Grant to

publication as required by law. A summary of this Ordinance may be published in lieu of the
entire ordinance, as authorized by State Law.
