ORDINANCE NO. 014-21
AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON,
ACCEPTING THE LOSS PREVENTION GRANT FUNDED BY THE
ASSOCIATION OF WASHINGTON CITIES FOR THE PURCHASE AND
INSTALLATION OF NEW EVIDENCE LOCKERS FOR THE POLICE
DEPARTMENT.
WHEREAS, in the City’s 2021/22 biennial budget, the City Council authorized an
expenditure for the purchase and installation of new evidence lockers for the City of Port
Orchard Police Department; and
WHEREAS, on February 23rd, 2021, the Police Department applied for a loss prevention
grant from the Association of Washington Cities to partially fund the purchase and installation
of new evidence lockers; and
WHEREAS, on February 24th, 2021, the Police Department was notified by AWC that the
City was selected to receive $10,000 in grant funding for this purpose in a letter identifying the
terms and conditions of the grant, which is Exhibit A to this Ordinance and incorporated herein
by this reference; and
WHEREAS, it is the Police Department’s intent to use the previously-allocated local
funding for the remaining costs for purchase and installation; and
WHEREAS, the grant funding requires that the purchase and installation occur prior to
August 1st, 2021; and
WHEREAS, the City Council has determined it to be in the best interests of the City to
accept the grant funding from AWC for the purchase and installation of new evidence lockers
for the Police Department; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION 1. The City Council authorizes the City to accept the grant from the
Association of Washington Cities, and the City agrees to be bound by the terms and conditions
thereof in their entirety as set out in Exhibit A hereto.
SECTION 2. Severability. If any section, sentence, clause or phrase of this Ordinance
should be held to be unconstitutional or unlawful by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this Ordinance.

sEcTtoN 3.Publication This Ordinance shall be published by an approved summary
consisting of the title
SECTION 4. Effective Date. This Ordinance shall take effect and be in full force and
effect five days after publication, as provided by law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and

RE: AWC RMSA Loss Prevention Grant Application
Dear Matt,
Congratulations! This letter confirms that RMSA has accepted your application for grant funds. Grants
that are being accepted in whole or in part are for projects that clearly show potential savings to the
membership pool because of the lower potential for losses to occur, and lower severity of the claims that do
occur. The project you have outlined is directly in line with the initiatives of the program.
To be reimbursed for the funds, we will need to receive paid invoices and/or receipts showing the work has
been completed. As stated on the application, these documents must be submitted no later than August
31st for RMSA review. Documents can be emailed to rmsa@awcnet.org.
The total amount available for you to collect per your submitted application is $10,000.00.
