HomeMy WebLinkAbout22001_Addendum_No1 - signedContract Addendum No. 1 City of Port Orchard For Bay Street Over -Water Structure Demolition Phase Skillings Project No. 22001 Public Works Project No. PW2025-019 Date Advertised: July 7th, 2025 Date of Addendum Issued: July 29th, 2025 Date of Opening: August 4th, 2025 Notice to all Plan Holders: This Addendum No. 1, containing the following revisions, additions, deletions, and/ or clarifications is hereby made as part of the Plans and Contract Provisions (Contract Documents) for the above -named project. It shall be attached to the Contract Provisions and shall be taken into consideration by the Bidders in submitting their bids. Bidders shall acknowledge receipt of Addendum No. 1 in the space provided on the Proposal/ Construction Contract form. Failure to do so may subject the Bidder to disqualification of the bidder's submittal. Contract Provisions: Item No. 1: Revisions to Special Provisions Section 1-07.5 Special Provisions section 1-07, Legal Relations and Responsibilities to the Public, has been revised to include a new section. Revisions include: 1-07.5 Environmental Regulations 1-07.5(2) State Department of Fish and Wildlife Supplement section 1-07.5(2) with the following: City of Port Orchard Bay Street Over -water Structure Demolition Phase Project No. PW2025-019 July 29`h, 2025 Addendum No. 1 Page - 1 1-07.5(2)A Forage Fish Survey 1-07.5(2)A1 Description The Work shall consist of conducting a Forage Fish Survey. The Foraged Fish Survey is the sampling of beach sediment though various sized sieves to determine if (Surf Smelt and Pacific Sand Lance) spawn or eggs are present within project areas. The Contractor shall submit a detailed Forage Fish Survey with permit number, date of survey, and name(s) of biologists. The submittal must also include field photographs and lab data sheets. Results must be completed and submitted within seventy-two (72) hours to a Washington State Department of Fish and Wildlife biologist or to HPApplicationsgdfw.wa.gov. The report must also be submitted within thirty (30) days to Fora e�(a�dfw.wa.gov. For exemptions to Forage Fish Survey, please refer to Section 1-07.5A5 Construction Restrictions. 1-07.5(2)A2 Surveyor Qualifications The survey shall be conducted by a qualified Washington State Department of Fish and Wildlife biologist. A biologist must have previously demonstrated experience in identifying foraged fish spawning habitat and conducting Surveys using WDFW protocols. Qualifications for the biologist must be submitted to, reviewed, and approved by the Engineer at least 14 days prior to beginning the Work. 1-07.5(2)A3 Submittals Results of the survey must be reported to a WDFW permitting biologists within seventy- two (72) hours from the completion of the Work or to HPApplicationsgdfw.gov. If eggs are identified within targeted areas, the project must be postponed for 2 weeks until another survey can be conducted. In addition, the report must be submitted to Fora efishgdfw.wa. ogv within thirty (30) days of the Work. Reports must include the following: 1. Forage Fish Survey 2. Permit Number 3. Date of survey 4. Results of survey (Presence or absence) 5. Name of biologist(s) 6. Field and lab data sheets 7. Field photographs 1-07.5(2)A4 Survey Timing and Methodology City of Port Orchard Marine Drive Heavy Haul Corridor Restoration Project No. PR 2419 July 29th, 2025 Addendum No. 1 Page -2 Surveys shall be conducted in accordance with WDFW's most current protocols. Timing: Sampling shall take place during the spawning seasons. January through October at +7' Mean Low Low Water (MLLW) for Surf Smelt and November through February at +5' MLLW for Pacific Sand Lance. Methodology: Samples of beach sediment will be collected and analyzed using various sized sieves. If eggs are present after the sieve process, the samples will be sent to labs to determine the type of forage fish. Use WDFW's Forage Fish Survey Manual to provide further instructions. 1-07.5(2)A5 Construction Restrictions If the Work can be completed entirely from the shoreline without use of barges or in - water access, a Forage Fish Survey is not required. However, if project constraints require the use of a barge and/or in -water access for personnel and equipment, the Contractor must perform a survey. The Contractor must complete the Forage Fish Survey before any project work can begin. In addition, the Contractor must complete surveys every two weeks until all proposed work has been finished. If forage fish eggs are identified in samples, work may not commence or must be delayed until spawning concludes. In order to restart the Work, the habitat survey must be conducted until the samples no longer identify the presence of spawn. 1-07.5(2)A6 Payment There will be no unit contract price for the "Forage Fish Survey". All costs associated with this work will be considered incidental. ALL OTHER REQUIREMENTS OF THE CONTRACT DOCUMENTS REMAIN IN EFFECT.
