AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON ADOPTING THE
BUDGET FOR THE YEAR 2016.
WHEREAS, the preliminary budget for the calendar year 2016, available October 5, 2015,
was submitted to the City Council; and
WHEREAS, the City Council held a public hearing on revenue sources on October 13, 2015;
and
WHEREAS, the Council Finance Committee met on November 16, 2015 and conducted
department interviews and discussed the preliminary budget to make final recommendations to
the Council which included the participation of three additional council members; and
WHEREAS, the City Council held a comprehensive work study session on the 2016
preliminary budget on November 17, 2015 and considered the Council Finance Committee's
recommendations; and
WHEREAS, A Notice of Hearing was published on November 20, and November 27, 2015, in
the Port Orchard Independent newspaper stating the 2016 preliminary budget was on file with the
City Clerk and copies could be obtained at the office of the City Treasurer, and inviting the public
to attend and/or submit written comments at the public hearing held December 7, 2015; and
WHEREAS, the City Council held a public hearing on December 7, 2015 regarding the
preliminary budget for calendar year 2016 seeking public input on city priorities, public safety
enhancements, cultural and recreational opportunities, and other public services; and
WHEREAS, a copy of the 2016 preliminary budget has been on file with the City Clerk and
copies available from the City Treasurer for examination by the public during the time it was
considered by the City Council; now, therefore,

THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION 1. the Budget of the City of Port Orchard for the year 2016 is hereby adopted in
its entirety as the annual budget of the City of Port Orchard for calendar year 2016 as set forth
below:

SECTION 1. If any section, sentence, clause or phrase of this ordinance should be held to
be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity of constitutionality of any other section, sentence,
clause or phrase of this ordinance.
SECTION 2. This ordinance shall be in full force and effect five (5) days after posting and
publication as required by law. A summary of this Ordinance may be published in lieu of the entire
ordinance, as authorized by State Law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
attested by the City Clerk in authentication of such passage this. 8t" day of December, 2015.

AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON ADOPTING THE
BUDGET FOR THE YEAR 2016.
Copies of Ordinance No. 031-15 are available for review at the office of the City Clerk of the City of Port Orchard.
Upon written request a statement of the full text of the Ordinance will be mailed to any interested person without
