ORDINANCE NO.010-15
AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING THE BUDGET FOR
THE YEAR 2015 AS ADOPTED BY ORDINANCE NO.
020-14 TO RECOGNIZE EXPENDITURES AND
REVENUE NOT ANTICIPATED AT THE TIME OF
THE ADOPTION OF THE 2015 BUDGET.
WHEREAS, the City of Port Orchard adopted its 2015 Budget in Ordinance No.
020-14-3; and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by
means of appropriation adjustments that could not have been anticipated at the time of
passage of the 2015 Budget, as provided in RCW 35.33•o91 and RCW 35.33.121; and
WHEREAS, the City contracted with Katy Isaksen & Associates (KI&A) to
perform a GAP Analysis and rate study for the City of Port Orchard's water and.sewer
systems, and the City Council determined it was in the best interest of the rate payers to
continue the review and discussion into 2015, $19,500 is authorized from Water/Sewer
Fund No. 401 for continued water/sewer GAP Analysis professional services provided by
KI&A; and
WHEREAS, the City utilizes private landscape vendor services to maintain
various flower gardens and enhanced garden areas of the City, and the 2015 budget
contemplated cost for these services not to exceed $8,000, and actual bids exceeded this
amount, an additional $1,600 is provided from Current Expense Fund No. ool for park
maintenance services; and
WHEREAS, the City. maintains public restrooms located at Marina Park, and
vandals damaged its two doors, and the City wishes to better secure the facility for its
continued use, $15,100 is provided from Current Expense Fund ooi for the Marina Park
Restroom Security Modification Project; and
WHEREAS, the City continues its efforts to construct the Bay Street Pedestrian
Pathway, also known as the Mosquito Fleet Trail, and has over the years issued change
orders to its consultant N.L. Olsen and Associates, Inc., and most recently Change Order

No. 7 for NEPA/ECS and Design Documentation updates, an additional $31,000 is
budgeted from Street Capital Improvement Fund No. 304 to meet these needs; and
WHEREAS, the City seeks to expand recreation opportunities for its citizens in
the form of functional and usable park properties, including basic interim
improvements to Paul Powers Park, $4,000 is transferred from Current Expense Fund
No. 001 Recreation Reserve to Capital Construction Fund No. 302 for expenditures
relating to the Paul Powers Park Interim Improvement Plan Ad Ready PS&E with N.L.
Olson & Associates; and
WHEREAS, the Port of Bremerton requested the City participate in
constructing a covered structure at the observation area at the Marina Park, and the
covered structure will provide shelter for weddings, parties, family reunions, and other
events, and the project is in keeping with the City's participation with the Port regarding
the waterfront, enhances the Bay Street Pedestrian Pathway experience, and provides a
public benefit to the citizens of Port Orchard, $5,500 is provided from Current Expense
Fund No. 001 as a contribution toward a covered structure at Marina Park; and
WHEREAS, the Washington State Parks and Recreation Commission awarded
the City a Recreational Boating Safety Federal Financial Assistance grant in the amount
Of $13,935, and the pass through US Department of Homeland Security grant allows the
City to fund marine vessel repairs, salaries, and fuel costs for marine patrol activities,
$13,935 is added to Current Expense Fund No. 001 revenue; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION i. The 2015 Budget is amended to reflect the following:
(1) Estimated Appropriations:
a. $19,500 from Water/Sewer Fund No. 401 for continued water/sewer GAP
Analysis professional services provided by Katy Isaksen and Associates.
b. $1,60o from Current Expense Fund o01 for additional landscape services
provided by Progressive Landscapes LLC.
c. $15,100 from Current Expense Fund o01 for the Marina Park Restroom
Security Modification Project.
d. $31,000 from Street Capital Improvement Fund No. 304 for the
continuation of the Bay Street Pedestrian Pathway Project with N.L. Olson
& Associates, Inc. for Design Documentation activities needed for the
project's right-of-way phase.
e. $4,000 transfer from Current Expense Fund No. 001 Recreation Reserve
to Capital Construction Fund No. 302 for expenditures relating to the Paul
Powers Park Interim Improvement Plan Ad Ready PS&E with N.L. Olson
& Associates.
f. $5,500 from Current Expense Fund No. 001 for continued partnership
with the Port of Bremerton in the Construction of a covered structure
located at the Observation Area of Marina Park.

SECTION 2. SEVERABILITY. If any section, subsection, paragraph, sentence,
clause, or phrase of this ordinance is declared unconstitutional or invalid for any reason, such
decision shall not affect the validity of the remaining parts of this ordinance.
SECTION 3. PUBLICATION. This ordinance shall be in full force and effect
five (5) days after posting and publication as required by law. A summary of this
Ordinance may be published in lieu of the entire ordinance, as authorized by State Law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of such passage this 23rd day of June
2015.
