ORDINANCE NO.018-15
AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON,
AMENDING THE BUDGET FOR THE YEAR 2015 AS ADOPTED BY
ORDINANCE NO. 020-14 TO RECOGNIZE EXPENDITURES AND
REVENUE NOT ANTICIPATED AT THE TIME OF THE ADOPTION OF
THE 2015 BUDGET.
WHEREAS, the City of Port Orchard adopted its 2015 Budget in Ordinance No. 020-14;
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of
appropriation adjustments that could not have been anticipated at the time of passage of the
2015 Budget, as provided in RCW 35.33.091 and RCW 35.33.121; and
WHEREAS, the City entered into a Purchase and Sale Agreement contract No. 067 — 14
on June 24, 2014 with Turnaround, Inc. (the "Receiver"), to acquire and purchase from the
Receiver property commonly known as 640 Bay St., Port Orchard Washington which included a
two-story approximately 6,493 square foot mixed commercial/residential structure that was
extensively damaged by fire requiring abatement and demolition to grade level by the Receiver
and with such process now completed; and
WHEREAS, it was the desire of the City and the Receiver that the closing should occur on
or before September 30, 2014 and the City had made provisions in the 2014 budget for its
purchase, however conditions beyond the control of either party prevented meeting the
Conditions to Closing as outlined in the Purchase and Sale Agreement including but not limited
to negotiations with neighboring property owners which delayed the purchase and pushed the
acquisition into 2015; now, therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION 1. The 2015 Budget is amended to reflect the following:

a. $145,000 from Real Estate Excise Tax Fund No. 109 to Capital Construction Fund No. 302
for the purchase of 640 Bay St., Port Orchard Washington.
SECTION 2. This ordinance shall be in full force and effect five (5) days after posting
and publication as required by law. A summary of this Ordinance may be published in lieu of
the entire ordinance, as authorized by State Law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
attested by the Clerk in authentication of such passage this 27th day of October 2015.
