HomeMy WebLinkAbout08/12/2025 - Regular - Additional Doc - Police Port Security GrantMEMORANDUM TO: Rob Putaansuu, Mayor FROM: Matt Brown, Chief of Police SUBJECT: Application for Port Security Grant DATE: August 12, 2025 _____________________________________________________________________________________________ Overview The Port Orchard Police Department (POPD) and South Kitsap Fire and Rescue (SKFR) propose a joint acquisition of a multi-functional marine vessel equipped for both law enforcement and fire suppression operations. This partnership addresses current gaps in marine emergency response and strengthens public safety in Port Orchard and Kitsap County. Current Marine Assets POPD operates two vessels: Marine 7 (Safe Boat, 31ft, 2008): Primary response unit; recently repaired but requires an engine replacement within 1–2 years at ~$30,000 per unit. Livingston (2000): Training/support vessel; in good condition and not in need of replacement. SKFR currently has no marine vessel capable of fire suppression, limiting its ability to respond independently to marine emergencies. Project Background In 2024, POPD and SKFR began exploring a joint marine vessel solution. Retrofitting Marine 7 proved impractical due to age and cost. A new vessel was proposed, with Safe Boats (Bremerton, WA), engaged for specifications and pricing due to their current service contract and proximity. Safe Boats is registered through the US General Services Administration (GSA) contract. Proposed Vessel 33-foot Safe Boat (or equivalent) Law enforcement and fire-fighting capabilities National Fire Protection Association (NFPA) Level 2-3 capable Chemical, Biological, Radiological, Environmental (CBRN) capable Funding Strategy The Department of Homeland Security – FEMA Port Security Grant was identified as the primary funding source, covering 75% of the total cost. Estimated vessel cost: $1.2 million (factoring in tariffs and material costs). Grant coverage: $900,000. Estimated resale value of Marine-7: $125,000-$150,000. Remaining cost: $300,000, to be split evenly by POPD and SKFR ($150,000 each). Timeline Grant application opened August 1, 2025, with a deadline of August 15, 2025. Projected start: September 2025. Cost-sharing begins in calendar year 2025, with ongoing expenditures through the vessel’s completion in 2026. Recommendation POPD should proceed with a Port Security Grant application for $1.2 million, with these stipulations: Primary Applicant: ▪ The City of Port Orchard will be the sole applicant (sub-applicants not permitted). Formal Agreement: ▪ An MOU or ILA to be executed with SKFR outlining roles and cost-sharing.
