001-19 - Ordinance - Approving Change in the Part-time Public Works Parks Position to Full-time Public Works LaboreroRDtNANCE NO. 001-19 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROV NG A CHANGE IN THE PART TIME PUBLIC WORKS PARKS EMPTOYEE POS TION TO A FULL T ME PUBLTC WORKS LABORER POSITtON. WHEREAS, it is necessary for the City to periodically review the duties and responsibilities of all employment positions; and WHEREAS, the Public Works Laborer position was approved in the 2OLg-2020 biennial budget as a part time position; and WHEREAS, the City Council has determined that changing the part time pubtic Works Laborer position to a full time Public Works Laborer witl significantly benefit the City and maximize the efficiency within the Public Works Department; and WHEREAS, the ful! time Public Works Laborer position's job description and the salary step schedule, attached hereto as Exhibit A, is approved; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The Port Orcha rd City Council approves the attached job description and salary scale and approves changing the part time Public Works Laborer position to a full time Public Works Laborer position. SECTION 2. Severabilitv. lf any section, sentence, ctause or phrase of this Ordinance should be held to be unconstitutional or untawful by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this Ordinance. SECTI ON 3. Publ ation.This Ordinance shall be published by an approved summary consisting of the title. SECT!ON 4. Effecti ve Date.This Ordinance shall take effect and be in fult force and effect five days after publication, as provided by law. Orrlinzurcc No.001-19 lrxhibit A CT OTP RTOn RD JOg ESCR PT ON Job Title: FLSA: Civil Service: Department: Reports To: Public Works Laborer Non-Exempt Exempt Public Works Utilities/Facilities Operations Manager This is a full or part-time position. lt is not anticipated that he/she will be required to attend meetings during other than normal work hoursl however, the employee may be called back to work before or after regularly scheduled work hours or on scheduled days off. Maior Function and Purpose Under general direction of the Utilities/Facilities Operations Manager and coordinates work with the Public Works Foreman or others as assigned, the employee is primarily responsible for assisting in landscape and building maintenance in municipal parks as well as assisting public works crews with field maintenance and operations along with meter reading. This individual also coordinates and directs the work activities of assigned community service workers. The City Municipal Court assigns community service workers to the program. General Function Employee must have adequate knowledge of landscape maintenance and upkeep at City facilities including scraping, painting, and trash and recycling collection to ensure that they are attractive, clean, safe, and suitable for use by the public. Supervision Responsibilities This is a non-supervisory position. However, this individual will coordinate the work activities of temporary community service workers. Operates and competently uses a variety of tools and power equipment to perform job functions, including, power driven machinery, rotating machinery, and hand toots.. Assists in parks and grounds maintenance, pulls weeds, clears debris, and mows grass. Cleans buildings and parking lots. . Coordinate and inspect work performed by Community Service workers.. Assists public works crews with field maintenance and operations, including meter reading, Right-of-Way (ROW) clearing, etc. . Assists with cleaning, washing, and fueling City vehicles as needed.o Provides maintenance and upkeep at City facilities including scraping, painting, and trash and recycling collection. . Assists operators, for learning purposes, in the performance of water and sewer operations.. Assists with maintenance and upkeep of the PW shop by cleaning, sweeping, mopping, dusting and washing. Will move boxes of supplies and replenish supplies as needed.. Other duties as assigned. Keen sense of attention to detail.. Ability to maintain plants and lawns in an aesthetically pleasing manner.. Ability to read and comprehend instructions. The employee may work either indoors or outdoors as required. The employee may be exposed to many hazards. Among the hazards encountered are dampness, direct sunlight, dust, pollen, machinery or its moving parts, chemicals, pesticides, insecticides, insect stings, noisy work area, and noxious odors, fumes or chemicals. Physical Requirements The employee must have the skill and ability to operate lawn care equipment, including rotary and reel lawn mowers, weed-eaters, and chain saws, as well as common landscaping hand tools (i.e., shovels, rakes, hoes, etc.). The parks employee must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to: . Stand or walk for Iong periods of time o Traverse rough terrain . Work in or over water . Work at heights or on scaffolding . Lift or carry up to 5o pounds. Job requirements include a need to climb, bend, and work in tight or confined areas. The incumbent must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Recruiting Requirements To per{orm in this position, the individual must possess or be qualified to attain: o High School diploma. . Demonstrated experience in the operation of light and heavy equipment. . Knowledge of building and grounds maintenance practices, principles, and techniques. . Safety practices and procedures applicable to area of assignment. . Demonstrated proficiency in the use of common hand tool, landscaping tools and equipment . Washington State Driver's License with a driving record acceptable to the City's insurance carrier. . Washington State Commercial Driver's License Endorsement, Class I'B'r desirable not mandatory. . Previous experience in parks maintenance desirable. o All city employees must pass a pre-employment Drug Testing as prescribed by the City's Drug and Alcohol Testing Policy.
