Request for A&E Professional Services Qualifications
Services for
Annapolis Creek Fish Passage
Pursuant to RCW 39.26, the City of Port Orchard (CITY) is soliciting Statements of Qualification
from qualified A&E Professional Services Consultants (CONSULTANT) with expertise in street,
structural, geotechnical, and hydraulic design, and construction phase consulting.
The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate
various addenda, or to withdraw the RFQ at any time.
Project Description
Following fish passage improvement upstream by the Stetson Heights development and
downstream by the State at SR16, the City was successful in obtaining grant DOE grant funding
for fish passage under Sidney Road at Ruby Creek. A fish passage open box culvert or bridge is
proposed. For additional information please refer to the City's bids and proposal page for

Scope of Work
The Work to be performed by the CONSULTANT consists of providing to the City, services to
include;
1) Civil design including roadway, box culvert/ bridge, and utility design and coordination
(PS&E)
2) Geotechnical and creek hydraulic design
3) Environmental permitting and cultural resource review
4) Easement Acquisition
5) Future services may include construction phase support
Services include oversight on the CITY's behalf to be completed in accordance with Department
of Ecology critical area requirements, City of Port Orchard Public Works Engineering Standards,
and all applicable regulations.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1. Key Personnel Qualifications with Relevant Project Experience (30 points)
2. Qualifications of Proposed Project Manager (15 points)
3. Qualifications/Expertise of Firm (20 points)
4. Familiarity with DOE and City of Port Orchard standards (15 points)
5. Past Performance/References (20 points)
Submittal
Submittals should include the following information: Firm name, phone and fax numbers;
Name of Principal -in -Charge and Project Manager; and Number of employees in each firm
proposed to project. Proposals should be limited to to sheets, double sided (if mailed or hand
carried) excluding resume, cover sheet, and cover letter.
Please submit THREE copies and/or one electronic PDF copy of your Statement of
Qualifications to: City of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366, Denis
Ryan no later than 2:0o p.m. on October 20, 2025. Submittals will not be accepted after that
