Rice Fergus Miller (RFM)
Dear Ms. Tomisser,
WEATHERHEAD Experience Design, Inc. is pleased to respond to your request for a
revised scope and fee proposal to provide interpretive signage messaging and graphic
design services as part of the Port Orchard Waterfront Plaza and Enhancement Project.
We are inspired by the opportunity to collaborate with you and the designated
stakeholders to provide meaningful interpretive messages and appealing signage
to celebrate the history of the waterfront organized by specific topics, as well as an
interior sign to honor the Kitsap bank. We have key strengths and experience that will
be instrumental to our success in working together. The public historian working with
our team has performed this kind of work many times, and our team has done several
projects interpreting history for interior and exterior signage. We have also held meetings
to gather input and feedback from tribes and from other community stakeholders on
many projects.
We particularly enjoy the opportunity to work locally, celebrating and supporting
communities close to home. We take tremendous pride in our multiple collaborations
throughout the Puget Sound area. We've put our experience to work for the
Experience Music Project (now MoPOP) in the Seattle Center, The Museum of History
and Industry (MOHAI) in South Lake Union, the Living Computer Museum (LCM) in
the SODO neighborhood in Seattle, The Flying Heritage Collection in Everett, The
Seattle Children's Research Institute (SCRI) Discovery Portal in downtown Seattle, Fort
Nisqually in Tacoma, the Kent Historical Society, Washington State History Museum,
and Northwest Maritime. Because several of these projects had no expert curator on
staff, and some had no experience in creating interpretive messages, we were the
curatorial and content developers in addition to the exhibit and graphic design team
for most of them.

We have won awards for our museum work, and we see our in-depth knowledge of
creating history exhibits and signage as an asset in a project like this. We approach
each project large or small with the same imaginative and thorough approach and
process. WEATHERHEAD has never missed an opening date or exceeded a budget.
We take pride in our rigorous, focused, caring, and passionate approach to what
we do.
Thank you for the opportunity to express our interest in this project. We would greatly
appreciate the chance to work with you and your team.

Our understanding is that Rice Fergus Miller (RFM) is working with the City of Port
Orchard on the Port Orchard Waterfront Plaza and Enhancement Project. The plans
include a new community event center and a public library.
As part of the project, the City of Port Orchard would like to have text, images and
graphic design for a series of interpretive signs which will acknowledge the historical
significance of the site and whose timing in development will coincide with the
building project schedule.
The interpretative panels are expected to include narrative text, copies of contemporary
and historic photographs, and/or illustrative art.
We understand that the scope of interpretive signage is as follows:
EXTERIOR: Text, images and graphic design for four (4) interpretive signs along
the shoreline trail to highlight the following themes (yet to be finalized):
1. Historic tribal use of the land / tribal history
2. Geology / Sinclair Inlet history and/or wildlife preservation
3. History of the naval shipyard, maritime history, The Naval Shipyard,
Mosquito Fleet, etc.
4. Historic use of the land as the Kitsap Bank office (the building that is now
coming down to make room for the new event center)
INTERIOR: Text, images and graphic design for one (1) interior sign honoring/
acknowledgment of the Kitsap bank, through either a sign or an art piece (by
others), accompanied by educational text.
We understand that the exterior signs are to be located along the shoreline trail.
We understand that we will be working for RFM, our Design direction / feedback will
come from Angie Tomisser, and the PM is Lorie Limson. We have assumed 6 meetings
with RFM in addition to the Discovery Meeting.

We will gather input and solicit feedback from the Suquamish tribe who we under-
stand have the right to approve or deny the language in the tribal component. We
have estimated four meetings with the Suquamish for input and review at Schematic
and Design Development stages. We are assuming Zoom meetings.
We will give Consulting Parties (Washington State Department of Archaeology &
Historic Preservation (DAHP), U.S. Army of Engineers (USACE) and Washington State
Recreation and Conservation Office (RCO) an opportunity to vet the sign content
and designs at the appropriate points in the design process. We have estimated four
meetings on Zoom with the Consulting Parties for input and review at Schematic and
Design Development stages.
For the sake of projecting costs, we will assume the topics above; there was some
discrepancy between the materials we received, and it appears the topics are still not final.
We understand that the project completion date has been extended from the original
end of October timeframe.
Our historian Lorraine McConaghy will not be available during the month of September.
Cost projection is for design services only and does not include cost of licensing
historical images.
Licensing of high -resolution images will be assigned in name to the project owners
(to be communicated to us later) and licensees and costs will be either directly paid
by that entity or reimbursed. We will conduct the research and acquire the images, fill
out licensing forms on behalf of the licensee. We do not anticipate this being an overly
significant cost, but it is not included here.
We assume RFM will be present at most of the Consulting Parties meetings. If
feedback from Consulting Parties is contradictory, RFM will solicit final direction from
the City and provide final direction to WH to complete final design.
We would like our discovery / kick off meeting to be in person. If we find during
the course of the project that more meetings are required, fees will be adjusted
post contract.

LEGENDS OF SMITH TOWER
Smith Tower,
Seattle, WA
Legends of Smith Tower is an exhibition that weaves through the first, second, and 35th
floor of Seattle's beloved icon, Smith Tower. Visitors assume the role of one of several
colorful characters who were actual tenants of Smith Tower during the prohibition era.
They participate in Seattle history by following the fate of their characters through
Smith Tower's storied past.

We were asked by Unico Properties, LLC to refresh the design of this historic exhibit to
research and tell the story of Smith Tower with a focus on prohibition and the 1920s. We
delivered exhibit design, exhibit development, content development, interactive devel-
opment, graphic design, media production, and project management within six months.
Like the Port Orchard Waterfront Plaza and Enhancement Project signage, the exhibit is
mostly 2d graphics, and it showcases an engaging premise: visitors experience Smith Tower
history through the lens of actual people who lived it. Visitors follow these characters
throughout the exhibit, ultimately discovering their fate at the top of the tower in the
observatory. Outdoor signage around the observatory deck interprets the view.

wetlands. The interpretive and wayfinding signage was designed to fit within the style
of the planned architectural structures in the park. Interpretive signs described the
key geological features, the process of groundwater recharge filtration, rain gardens,
and the local flora. Suzi Tucker (then employed by Lehrman Cameron studio) was

Our typical process begins with experience. Collectively our team has decades of
experience developing, designing, and bringing to life exhibits of the highest quality
that engage and inform targeted audiences.
We bring all this knowledge, along with our sincere enthusiasm for informal education,
when we sit down with our client partners and begin the collaborative process.
Then we listen. As the stakeholder team expresses its vision, goals, and expected
outcomes, we capture the most salient information to communicate, the emotions to
elicit, and which take away messages to express. We communicate back and forth to
ensure we are clear on these points as we mold them into concepts, designs, and the
final exhibit.
We conduct in-depth research on our subject matter and meet with stakeholders
and any other experts to inform our understanding of the history we are conveying.
This background lays the groundwork for a collaborative work cycle that involves
listening, discussion and debate, analysis, synthesis, documentation, feedback, and
continual refinement.
