MEETING MINUTES
May 13, 2025
The meeting was called to order at 3:00 pm by Council member Worden. Present were
Commissioner Hart and Commissioner Lundberg of the West Sound Utility District; Port
Orchard Council members Worden, Rosapepe & Fenton; WSUD General Manager Screws;
SKWRF Plant Manager Grabill; & Port Orchard Operations & Utility Manager Heglund
Approval of Minutes
Minutes from the February 11, 2025 meeting were approved.
2025
• Analytical Balance
o Budgeted $15K and final price came in at $8,600. It is online and good to go.
• Blower MBR Aeration
o Study from Jacobs Engineering for capacity design of MBR blower cassettes.
Budget $119K. 2 quotes came in, One at $77K and the other at $83K. They will be
installed by WSUD. WSUD does a lot of this kind of work.
• Blower Rebuild Exchange
o Pricing starts at $77K and ranges to $100K+. Current vendors have an exchange
program to replace the compressor portion to reduce the cost. The compressor
portion was quoted at $19K to replace.
• Aeration Upgrades
o Currently reaching out for quotes. Looking at membrane diffuser discs that would
reduce maintenance costs.
• Fine Screen Replacement
o PS&E signed by engineers. Looking at June for end date of study. Current 2
screens are costly to maintain so looking for better option, possibly a rotary drum
screen.
• MBR Capacity Expansion
o Quote for 8 additional cassettes, looking for delivery in October but could be as
late as March 2026. This equipment will be installed by WSUD crew and will
give an additional 800,000 gallons of daily flow capacity.
• MBR RAS Pump Replacement

o Cost of repair is $5K to $20K and a new one is $50K. WSUD budgeted for a new
one in 2025 and their crew installed it. The last unit that went out for repair cost
$20K and was out of service for several months.
2024
• SCADA Network Equipment
o The SKWRF is currently operating on Modicon and Allen Bradley for SCADA
controls, the different systems don't always communicate effectively. The plant is
updating to all Allen Bradley. They are 50% complete with completion scheduled
for the end of June 2025
Open discussion
Council member Worden asked a follow up question regarding the RV dump site at the SKWRF
and how the repairs were coming.
• West Sound completed the repairs for under $20K. The are changing the hours as of May
and added signage giving directions to the other RV dump station off of Sedgwick Rd.
Council member Rosapepe asked a follow up question about vacancies at WSUD.
• All vacancies have been filled.
Council member Rosapepe had a second follow up question about DOE permit status.
• WSUD believes DOE is holding off on the updated permit due to ongoing court case
requiring additional water quality testing.
Plant Manager Grabill gave an update on a recent fire at the SKWRF. On May 5th at 9:30am
generator 1 exhaust pipe caught fire due to built up creosote. It spread to the roof, fire
department was called, and they were able to put it out. Back up generator has already been
delivered and hooked up. This generator was purchased in 1987. They are working on a parts list
and quote for repairs.
