011-19 - Resolution - Participation as a Public Partner with the Port of Bremerton and Kitsap County for the Events CenterRESOLUTION NO. 011-19 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, CONFIRMING ITS PARTICIPATION AS A PUBLIC PARTNER WITH THE PORT OF BREMERTON AND KITSAP COUNTY TO SUPPORT THE PROPOSED SOUTH KITSAP COMMUNITY EVENTS CENTER. WHEREAS, the City of Port Orchard and the South Kitsap community have been lacking and in need of a central gathering place and community “Events/Activity Center” venue for decades; and WHEREAS, a regional development team has created a Master Plan for the redevelopment of an area of downtown Port Orchard including a Community Events and Activity Center, shoreline restoration, parking, retail, office and residential development; and WHEREAS, this project would result in an investment estimated at $120 million into Port Orchard’s downtown, and could include a corporate headquarters for Kitsap Bank; and WHEREAS, the investment in this area of downtown will increase the assessed valuation of these parcels from $3.95 million to $120 million, resulting in an annual post-development property tax revenue to various agencies as follows: City of Port Orchard: $193,607 State School Levy: $308,892 Kitsap County Current Expense: $103,605 Kitsap County Mental Health: $2,901 Kitsap County Veterans Relief: $1,509 Kitsap County Conservation Futures: $4,324 South Kitsap Fire & Rescue: $223,242 Port of Bremerton: $34,154 Kitsap Regional Library: $45,700 Public Utility District No. 1: $7,408 South Kitsap School District: $246,451; and WHEREAS, the Kitsap Bank corporate headquarters and surrounding Master Plan project would create hundreds of jobs, retail activity, shoreline restoration, public spaces and result in Kitsap Bank remaining in the community of its founding for many decades to come; and WHEREAS, the Master Plan project is consistent with and implements the goals and policies of the City’s Comprehensive Plan for redevelopment and economic revitalization of the downtown area, and provision of transit-oriented and affordable housing; and WHEREAS, the Master Plan project is consistent with the Puget Sound Regional Council’s VISION 2040 directive to encourage growth and development in areas that are served by high-capacity transit, such as the Washington State ferry system, the Port Orchard- Resolution No. 011-19 Page 2 of 3 Bremerton foot ferry, and Kitsap Transit’s fast ferries; and WHEREAS, the Master Plan project is dependent upon the construction and operations of a Community Events Center (CEC) as part of the project; and WHEREAS, the Kitsap Public Facilities District (KPFD) is evaluating the proposed funding of a large portion of the CEC; and WHEREAS, the Public Partners are committed to raising the remaining funding by pursuing local, state, and federal grant sources, private benefactors and other appropriate sources; and WHEREAS, the Port of Bremerton (POB) has agreed to serve as a Public Partner for this purpose and is willing to participate in the facilitation of funding for the project; and WHEREAS, Kitsap County is also considering joining the City of Port Orchard and the Port of Bremerton as a Public Partner as described below; and WHEREAS, the KPFD is seeking confirmation that the communities affected and benefitted by the CEC are willing to support the project, now, therefore; THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: 1. The City agrees to join the Port of Bremerton as a Public Partner in this project to assist with the effort to identify and secure funding for the CEC project, including local, state and federal grant sources, private benefactors and other appropriate sources for the funding of the project. 2. The Mayor and staff will provide expertise and participation as a joint applicant in funding requests. 3. The City will coordinate with Public Partners, including POB and Kitsap County, to determine underlying CEC ownership and operations funding sources. 4. The City of Port Orchard is willing to support the CEC operations as an applicant for the City’s lodging funds.
