(Ryan) Meeting Date: October 28, 2025 Prepared By: Sayre Thompson, PW Procurement Specialist Presenter: Denis Ryan, CPWP-M, CPRP, Public Works Director Summary and Background: In 2020, the City initiated the Marina Pump Station Improvement Project to address capacity limitations and improve reliability at this critical facility, which conveys all of the City's wastewater to the South Kitsap Water Reclamation Facility. Following design and procurement, Contract No. C059-23 with Stellar J Corporation was executed on August 8, 2023, and construction has been underway since Winter 2023. This change order authorizes several scope adjustments necessary to maintain project progress and address field conditions encountered during construction. These include: • Replacement of an ineffective level transducer with a more suitable model (COR-029) • Concrete flatwork repairs with added rebar at structures (COR-031) • Demolition and replacement of an ADA ramp (COR-032) • Installation of additional air release valves (COR-035, estimated) • Addition of a backup pump fuel tank breather (COR-037) • A credit for the use of a diesel pump (COR-038) The total value of this change order is $300,107.79, inclusive of all applicable taxes, and it will extend the contract duration by 15 working days. Additional time may be required depending on the final installation schedule for the air release valves. With this change, the amended contract amount will be $15,861,587.99. The project team is currently targeting physical completion of the Marina Pump Station by November 6, 2025. Relationship to Comprenhensive Plan: Chapter 7 - Utilities Recommendation: Staff recommends the City Council authorize the Mayor to execute Change Order No. 10 to Contract No. C059-23 with Stellar J Corporation for the Marina Pump Station Improvement Project to increase the contract by $300,107.79, for a new contract total of $15,861,587.99 (applicable taxes included).
