HomeMy WebLinkAbout12 - Minutes December 3, 2024CITY OF PORT ORCHARD Planning Commission Minutes 216 Prospect Street, Port Orchard, WA 98366 Phone: (360) 874-5533 • Fax: (360) 876-4980 Planning Commission Meeting Minutes December 3rd, 2024 Hybrid Meeting — Council Chambers/Zoom Teleconference COMMISSIONERS: Present: Tyler McKlosky (Chair), Annette Stewart (Vice Chair), Louis Ta, Stephanie Bailey, Paul Fontenot, Joe Morrison Absent: Wayne Wright STAFF: Community Development Director Nick Bond, Principal Planner Jim Fisk, Associate Planner Shaun Raja, Assistant Planner Connor Dahlquist CALL TO ORDER: Commissioner McKlosky called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance. 2. WELCOME AND INTRODUCTIONS 3. PUBLIC COMMENTS: There were no members of the public present in the chamber and none attending remotely. There were no comments regarding issues not on the agenda. 4. APPROVAL OF MINUTES FROM OCTOBER 1, 2024: Commissioner McKlosky asked if the other commissioners had reviewed the minutes from the October 29th, 2024 meeting and if anyone had any issues or proposed amendments. Seeing none, a motion was entertained to approve the minutes. Commissioner Stewart moved to approve the minutes and Commissioner Bailey seconded. The motion passed unanimously. 5. BUSINESS ITEMS A. DISCUSSION: Model Middle Housing Code — LU24-CODE AMENDMENT 01 Principal Planner Fisk presented the Middle Housing Model ordinance to Commissioners to allow time for them to review before implementation for accordance with House Bill 1110. Director Bond provided additional information on how the feedback structure will be set up for Commissioners and members of the Public. Commissioner Fontenot thanked staff for providing the material before the New Year to allow sufficient time for review and feedback. B. DISCUSSION: Critical Areas Ordinance — LU24-CODE AMENDMENT 06 Principal Planner Fisk presented the draft ordinance to Commissioners to allow for sufficient review time before the start of the new year. Director Bond provided additional information on compliance with state law and the importance of adopting the ordinance before state code is implemented automatically which lacks local -specific context. C. DISCUSSION: Rescheduling the January 2025 Planning Commission Meeting Director Bond and Principal Planner Fisk confirmed poll results for the January Planning Commission which will be pushed back beyond the first Tuesday of the month due to holiday conflicts. The next Planning Commission is scheduled for Monday, January 13th, 2025. D. DISCUSSION: DIRECTOR'S REPORT Director Bond thanked Commissioner Ta for his time on Planning Commission as this was his last meeting. Director Bond informed Commissioners that City Council has moved their agenda publishing to a new platform, Granicus, and that the Planning Commission agendas will be making the same transition soon. Director Bond shared that City Council has adopted the Permitting Process ordinance amendment in accordance with SB 5290. Director Bond provided additional information on next steps for the Critical Areas and Middle Housing ordinance updates and the upcoming code updates in the new year. He shared that there will be a website resource explaining the code update as an easier way to learn about what is happening and to provide a platform for public feedback.
