A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
ESTABLISHING AN EXEMPTION FOR CERTAIN SPECIAL EVENTS FROM THE
REQUIREMENT OF OBTAINING CITY COUNCIL APPROVAL OF REQUESTS
FOR CITY STREET OR STATE HIGHWAY CLOSURES
WHEREAS, RCW 35.21.703 states it shall be in the public purpose for all cities to engage
in economic development programs; and
WHEREAS, it has been determined that the city should support and endorse special
events on city-owned rights-of-way (ROW) and parks when such special events are determined
to be of benefit to the community; and
WHEREAS, over the past several years, the city has provided support to organizers of
special events in the form of administrative review of applications, as well as utilization of
equipment and staff during such events; and
WHEREAS, the City Council recognizes that certain special events have being taking place
for many years, and each time have involved a request for the closure of the same city street
and/or state highway; and
WHEREAS, the City Council has determined that it is in the best interests of the city that
an exemption should be made for these certain special events from the established policy that
requests for the closure of city streets and/or state highways must be approved by the City
Council; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: In the event that the city street and/or state highway closures remain the
same as requested in past years, the following special events are exempt from
the requirement set forth in city policy that requests for city street and/or state
highway closures must be approved by the City Council, and that City staff is
hereby authorized to administratively approve such requests: The Cruz, by the
Saints Car Club; Cruisin' Sunday Annual Car, Truck and Bike Show, by Christian
Life Center; Grand Parade and Summer Festival, by Fathoms O' Fun Festival; and
Jingle Bell Run, by Arthritis Foundation. If the street and/or highway requests
differ from past years, these special events will not be exempt from this
requirement.
