HomeMy WebLinkAboutRFQ - Givens Park Master PlanCITY OF PORT ORCHARD Public Works 216 Prospect Street, Port Orchard, WA 98366 ian :� "� ; �• Voice: (360) 876-4991 • Fax: (360) 8'76-4980 7�_J_ www.portorchardwa.gov City of Port Orchard Request for A&E Professional Services Qualifications Services for Givens Park Master Plan Pursuant to RCW 39.26, the City of Port Orchard (the City) is soliciting Statements of Qualifications from Architecture/Engineering firms (Consultants) with expertise in park design, landscape architecture, civil and structural engineering, electrical, HVAC/mechanical, plumbing, ADA compliance, planning, cost estimation, and construction administration. The selected Consultant will provide planning, conceptual design, preliminary engineering, and construction documents, including cost estimates, for potential building renovations, transportation frontage improvements, utility upgrades and other amenities identified in the Givens Park Master Plan, Facility, and Accessibility Improvements Project. This master planning effort is intended to guide future improvements and capital investments at Givens Park. It will also serve as a foundational document to support the City's efforts to secure local, state, and federal funding, including grants administered by the Washington State Recreation and Conservation Office (RCO). The plan must meet applicable RCO planning and documentation requirements to ensure eligibility for current and future grant opportunities. The City reserves the right to amend this Request for Qualifications (RFQ), issue addenda, or withdraw the RFQ at any time, regardless of the level of effort expended by respondents. About the City of Port Orchard Port Orchard is a growing waterfront community in Kitsap County, Washington, committed to enhancing the quality of life for its residents through thoughtful planning, public engagement, and investment in parks and recreation. The City continues to expand and improve its park system to meet the evolving needs of the community. Project Description Givens Park, located at 1O25 Tacoma Avenue, Port Orchard, WA, is a well -used community park that includes baseball fields, basketball and tennis courts, a playground, restrooms, picnic shelters, and the Givens Active Club, which features meeting rooms, bathrooms, and a kitchen. The park has historically served as a hub for youth sports, community gatherings, and recreational activities. Recently, the City has completed significant upgrades to the park's aging infrastructure that have included reconfiguring and resurfacing the courts to support basketball, tennis, pickleball, and futsal, as well as adding new fencing, lighting, hillside seating, and accessible routes. Scope of Work The scope will be refined during contract negotiations. Public involvement is a key component. The project is expected to span 12-16 months, though an accelerated schedule maybe considered. The master planning process will include the following phases: Phase 1: Site Investigation and Analysis (i month) - Develop base maps utilizing GIS data, aerial imagery, and site visits. - Identify natural and built features, environmental constraints, easements, covenants, and grant conditions. - Deliverables: Site opportunities/constraints graphic and summary report. Phase 2: Community Engagement (1-2 months) - Facilitate public input to identify needs, opportunities, and constraints. - Develop a preliminary park design program based on technical analysis, staff input, identified stakeholder input, and other community feedback. Phase 3: Design (2-3 months) - Assess existing Active Club conditions and recommend improvements aligned with the Master Plan and budget. - Assess existing Active Club conditions, evaluate options, and make recommendations within the project budget. Analysis of existing Structural Integrity, Electrical, HVAC/Mechanical, Plumbing, ADA, Civil Engineering, and other Design Elements. The Consultant will coordinate with District staff on recommendations and cost associated with total improvements needed for the facility to comply with all current building and ADA requirements to fully meet the expectations of the City and our Community, to provide an optimal venue for recreation use. Analysis to include scope and fee structure. Phase 4: Master Plan Development (3-4 months) - Prepare a narrative summarizing existing conditions, alternatives, permitting requirements, and issues for further study. - Final deliverables: Preferred Master Plan, cost estimate, phasing scenarios, and a comprehensive Master Plan Report that includes an accessible plan for future and existing amenities that is compliant with the Americans with Disabilities Act (ADA). This ADA access plan is intended to make all facilities in the park accessible. Additional Requirements: - Public Engagement: Includes one in -person open house, a web -based survey, and 3-4 public input opportunities. - Present three design alternatives that provide rough cost estimates to the City Council. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Key Personnel Qualifications with Relevant Project Experience (20 points) 2. Ability to meet schedule/availability of key personnel (20 points) 3. Familiarity with project type (15 points) 4. Retrofit/reconstruction Expertise (15 points) 5. Experience with public outreach and stakeholder integration (15 points) 6. Past Performance/References (15 points) Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal -in -Charge and Project Manager; and Number of employees in each firm proposed to project. Proposals should be limited to 10 sheets, double sided, including resumes. Excluding cover sheet, and cover letter.
