A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
RECOGNIZING JOB DESCRIPTIONS FOR INFORMATION
TECHNOLOGY POSITONS AND AUTHORIZING THE POSITION OF IT
SPECIALIST.
WHEREAS, the city sought expert advice in modernizing its information technology (IT),
and as part of its work the consultant provided guidance on staff structure and task assignments
for a city our size; and
WHEREAS, the city learned it should clearly define tasks and assignments of staff to
include an additional position or contracting remaining tasks that requires the coordination of staff
combining the integration of time, energy, effort, ability, and resources; and
WHEREAS, in recognition of the activities of IT it's desirable to add the position of an IT
Specialist whose general function includes installation of hardware and peripheral components
such as monitor, keyboards, printer and disk drives on users' premises, loads software packages
such as operating systems, networking components and office applications while assisting in the
customization and adaptation of existing programs to meet users' requirement and coordinate
activities with network servers and information system groups; and
WHEREAS, the IT Manager position is reclassified as the Local Area Network Technician
(LAN TECH)/ IT Administrator recognizing the responsibility to maintain the Local Area Network
and all related hardware, in-house telephone systems, WIFI system, including technical support;
coordinate equipment purchases, track warranties and replacement schedules, budgeting and
planning for equipment replacement; ensuring the networks' security, fault tolerance, backup and
virus protection systems fully functions; and
WHEREAS, the City Treasurer will provide supervision and coordinating tasks of the IT
Specialist and LAN TECH / IT Administrator positions which may be achieved through Interlocal
Agreement or by contract as determined by Council, now, therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The position of IT Specialist is authorized.
THAT: Job descriptions for the positions of IT Specialist and Local Area Network Technician (LAN
TECH)/ IT Administrator are approved in the form attached as Exhibits A, and B respectively.

PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
