2026 Partner Participation Agreement
The purpose of the Housing Solutions Center at Kitsap Community Resources is to provide Coordinated Entry
intake, assessment and referrals for families and individuals who are homeless or at risk of being homeless. The
Kitsap Housing Solutions Center (HSC) partners with community agencies in their efforts to decrease
homelessness and reduce the time individuals and families spend in homelessness. For the coordinated entry
model to be successful and improve the experience of individuals in crisis seeking assistance, both the HSC and
participating agencies will commit to common performance expectations, to be carried out to the best of their
availability.
As an HSC partner, you can expect the following service commitments from the Kitsap HSC:
• The HSC will provide agencies and individuals seeking assistance direct services including navigator
preliminary assessment of an individual's qualifications and barriers, data entry of client demographic and
qualification data into HMIS, county -wide HMIS performance reporting, resources to fund mental health
referrals, transportation funds to support referrals to the HSC, emergency motel vouchers for vulnerable
individuals, and coordination of housing availability with local landlords.
• Families and individuals referred by your agency to the HSC will be treated with unconditional regard for
their situation and scheduled for an appointment within 3 business days of your referral. Appointments
will be scheduled during normal HSC business hours of Monday — Friday, with an after—hours call directed
to the Crisis Clinic/211.
• All families and individuals will be pre-screened based on your agency's specific criteria, prior to receiving
a referral from your agency. Criminal background checks will not be performed by the HSC.
When appropriate, the HSC will contact your agency directly prior to referral, to ensure there are no
unforeseen reasons to expect the referral to be declined. Ultimately, the HSC acknowledges that each
agency will make the final decision regarding acceptance of the referral.
• The HSC will maintain a community -wide interest pool for individuals and families seeking shelter.
The HSC will design, develop and implement a uniform vulnerability assessment tool to help priorities
referrals to emergency shelters and permanent housing.
• Facilitate an ongoing advisory forum to enable your agency to provide feedback regarding HSC
performance and polices and resolve client/agency/HSC bottlenecks, as well as continually shape the HSC
vision and scope of services provided.
• Families and individuals will be referred by the HSC to the necessary housing and support services in a fair
and equitable manner, without regard to the individual's race, national origin, ethnicity or gender.

As an HSC partner, your agency makes the following service commitments to the HSC:
• Provide the HSC the list of qualification criteria, and updates as appropriate throughout the year, for each
of its programs.
• Refer all families and individuals requesting homeless housing assistance to the HSC.
• Identify a point of contact(s) forthe HSC to any direct referral inquiries and notify the HSC of any changes
to agency contact information.
• Maintain the integrity of the community wide interest pool by not admitting clients directly for service,
except in extenuating circumstances, and in such situations, your agency agrees to contact the HSC the
next business day to notify them of the housing placement.
• Accept and confirm qualified referrals from the HSC and provide explanation for referral refusals,
in effort to improve HSC navigator training and assist the HSC in refining its qualification criteria.
• Update daily on housing vacancies available at your shelter.
• Attend and actively participate in HSC Advisory Council meetings on a regular basis and participate in sub-
committees as mutually determined.
Report on community needs, trends, and resources that may impact the HSC.
• Provide inputand recommendationstothe Coordinated Entry and Supportive Housing Manager at Kitsap
Community Resources for changes or recommendations at HSC.
• Uphold the standards of service agreed upon, included in the attached HSC Partner Agency Guiding
Principles document.

HSC Partner Agency Guiding Principles
As a Housing Solutions Center partner agency, we agree to uphold the following standards of service with all
individuals and families we serve. We will ensure that:
All individuals have the right to safe and sanitary conditions.
• All individuals have the right to privacy and confidentiality and any participant records will be kept secure.
Staff will not discuss the nature of anyone's disability or illness with other clients.
• All people seeking assistance will receive the same quality of service and will not receive special treatment
because they are liked or disliked by staff members.
• We will respect the inherent dignity of each person.
• Our staff will set clear, appropriate and culturally sensitive boundaries with the people they serve and will
not engage in inappropriate physical contact with any program participant.
• Participants in our program will not be subject to physical threats, intimidation, or aggressive physical
conduct.
• All staff recognize the participants have the right to make their own choices and these choices should be
respected.
• All people will be treated with warmth and friendliness and avoid raising voices, belittling, or bullying
clients in a hostile manner. Staff will not use derogatory language in written or verbal
communications regarding a client
• We recognize that other community service providers may be able to offerservices of great benefit to the
client and will strive to connect participants to any appropriate community resources.
• We will adopt a policy of non-discrimination and share that policy with our program participants.
• We will adopt a grievance process and will explain that process to our participants. We will also ensure
that no participant faces any retribution or is denied services after utilizing this process.
• To promote a comfortable environment, no business dealings will be conducted within the shelter such as
hosting business presentations which encourage the purchase of products or services.
