SEWER ADVISORY COMMITTEE
MEETING MINUTES
October 28, 2025
The meeting was called to order at 3:00 pm by Council member Worden. Present were
Commissioner Hart and Commissioner Lundberg of the West Sound Utility District; Port
Orchard Council members Worden, Rosapepe & Fenton; SKWRF Plant Manager Olson; WSUD
General Manager Grabill; & Port Orchard Operations & Utility Manager Heglund
Approval of Minutes
Commissioner Hart moved to approve the minutes from the October 7th, 2025 SAC meeting.
Council Member Fenton seconded the motion. All were in favor of approving the minutes with
one abstention from Council Member Rosapepe.
SLWRF 2026 Draft Budget Review
Council Member Rosapepe moved to recommend approval of the SKWRF 2026 Draft Budget to
City Council. All were in favor, none apposed.
New Business
SKWRF Plant Manager Olson updated the committee on the status of Lab accreditation for
nutrient testing. Ecology will be assisting around the same tome as the SKWRF annual
accreditation. The process should start in November.

February 10th at 3:30pm at the SKWRF
