Festival of Chimes and Lights Committee Minutes
March 14, 2016; 3:30 p.m. at City Hall
Members present: Chair Lucarelli and Councilmember Donlin and City staff Brandy Rinearson, Jenine
Floyd, Bill Thiele and George Thompson. Guests present: Al Mahaney, Fathoms O’ Fun; Sheila Cline,
Jingle Bell Run; Kathleen Wilson, Port Orchard Library; Bobbie Stewart; POBSA; and Tawna Grisham,
Port Orchard Independent (POI).
2015 FESTIVAL OF CHIMES & LIGHTS DEBRIEFING MEETING:
Public Works department expressed the need for the committee to look in to replacing the garland
that hangs over Bay Street and the wreaths. They indicated it would be hard to make them last one
more year. They also updated the committee on the limited quality and quantity of the Christmas
trees available. The farm they usually go to no longer has the size we need. They did some research
and found that the City of University Place invested in an artificial tree. They will provide the contact
information to the Chair.
Staff will provide a cost to repair current garland, lights, and wreaths.
Councilmember Donlin said he would reach out to his contacts to see what he can come up with in
finding replacement garland.
Organizations/contributions for 2015 C&L Festival:
Jingle Bell Run (JBR)-Most everything went smooth, just need more coordination of when the Saints bring
their cars in. It should be done either before the race starts or after. Also, the City’s sound system should
not start until after the JBR ends. There were competing music and it was hard to hear the announcer for
JBR.
POBSA – Window decorating contest and coloring contest went well.
Fathoms O' Fun - Fire pits, Candy Canes, Sleigh, Hay, & Santa Photos- Things went well.
Port Orchard Chamber of Commerce - Pooch N' Purr Parade, just need to make clear that organizations
can’t not solicit for donations, as this is advertised as a free event.
The Library –Kids Activities and Story Reading- went well, may hire professional entertainment for 2016.
The Sidney Museum –Well attended, as they handed out refreshments all evening.
The Dance Gallery –Noticed they were not letting anyone inside, as there was not a lot of room inside.
However, they were outside greeting everyone.
The Port Orchard Marina & Sinclair Inlet Yacht Club – Seem to go well. Will wait to see the voting slips
and see how many came from outside the area.
Olympic Peninsula Antique Tractor Club – Hay Rides. Will do more next year, as the other tractor should
be fixed for 2016. Al appreciates that the donated hay goes back to Tractor Supply that night; as it makes
it easier for him.
Saints Car Club – Hospitality-No report.

Church Groups Hospitality-All did a nice job.
School & Church Music Groups: Performed great, even with the harsh wet weather. They did ask if there
was a way to get a cover for them.
Dragonfly Movie Theater –Under new ownership, hopefully they will participate in 2016.
City Hall:
Scheduling of 2016 Chimes and Lights Brochures – 10,000 was the right number of brochures to order,
plus you get more for your money buying that large amount. Chair will work with POI to get their
deadlines and publication options.
Budget review and update- Staff provided 2016 budget and 2015 expenses to Chair.
Event Application deadline- Staff will submit around September.
LTAC Application deadline –Committee has not met yet. Staff will check with State Auditor to see if funds
could be use for garland purchase.
Chair Lucarelli said with everything going on, the committee should met again in April.
There being no further business, Chair Lucarelli adjourned the meeting at 4:54 p.m.
