Festival of Chimes and Lights Committee Minutes
November 21, 2016; 3:30 p.m. at City Hall
Members present: Chair Lucarelli, City staff George Thompson and Bill Thiele. Guests present: Terry
Bontrager, Saints Car Club; Sheila Cline, Jingle Bell Run, and Bobbie Stewart, POBSA.
Discussion: Brochure & Poster Distribution - Update: Bobbi Stewart reported distributing brochures and
posters throughout the Bay Street area and beyond, including Albertsons. She has part of one box of
brochures remaining after distribution. Sheila Cline will take another box of brochures to make sure she
has enough for all the Jingle Bell Run participants. Chair Lucarelli will deliver brochures to Titus Ford
tomorrow. Approximately 1.5 boxes of brochures remain available.
Discussion: Festival Logistics
In a lead-in to the festival logistics was a brief discussion on the setup and repair of the donated
Christmas tree. This year’s tree was the tallest tree ever to grace Port Orchard, standing some 46’ tall.
That said, in the felling of the tree, branches were damaged, including the top. Public works staff
repaired the tree with adding additional boughs and replacing the top with an entire tree; the end result
being one of the most beautiful trees ever to stand next to City Hall. Chair Lucarelli thanked George
Thompson and Bill Thiele for all their work in transforming our gifted tree into the magnificent tree we
see outside right now. They also mentioned employee Tony Lang was a huge help in decorating the very
high places, barely within reach of the bucket. Chair Lucarelli also thanked Terry Bontrager, Mr.
Fessenden and The Saints Car Club for their generous donation of a tree to the city. Discussion
continued about sourcing a tree earlier next year with the traditional input from public works staff.
Discussion also took place regarding the lights for the tree. Some of last year’s lights no longer work so
may need to be replaced. Public works reported that there were some funds available to purchase
additional lights.
Discussion regarding the replacement of the wreaths and garlands continued with public works
reminding us all that the garlands had been custom-designed, to the foot, to fit across Bay Street;
something that must be kept in mind when considering new decorations. New decorations will be
ordered very close to the end of this year to try to get the best pricing available.
Discussion continued about street closures and timing of the various aspects of the events.
Sheila Cline mentioned she is still looking for a volunteer photographer for JBR, with hopes that the
same person will stay to photograph the festival as well. Bobbie Stewart offered a suggestion, on which
Sheila will follow up.

Discussion: Festival Program
An overview was given on the timing of the program with the choir leading the way, followed by
thanking sponsors. Recognition will be given to the organizations and helpers. The mayor will say a few
words and the honorary tree lighters will share a bit about their role in the community. Chair Lucarelli
shared the chime music has been chosen and has confirmed Vince will once again make sure it plays at
the 5:30 lighting. The actual tree lighting time was also confirmed with staff.
There being no further business, Chair Lucarelli adjourned the meeting at 4:20 p.m. Audio/Visual was
unsuccessful
