07/16/2018 - MinutesCity of Port Orchard 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Festival of Chimes and Lights Committee Minutes Monday, July 16, 2018; 3:30 p.m. at City Hall Members present: Chair Lucarelli and City staff Bill Thiele and Jenine Floyd. Guests present: Bobbie Stewart, POBSA; Sharron King, Fathoms O’ Fun Festival, Inc.; and Kathleen Wilson, POBSA. Update: Tree Decorating Contest Staff Thiele went to a few tree places, and Alpine seems to be the best as far as availability and convenience. They average around $8.00 a foot depending on what kind of tree. They will also cut the trees for us. Staff Thiele also updated the committee about power options to the planters and noted most of the planters will have access to power. Chair Lucarelli and Staff Thiele agreed to meet downtown and create a drawing which shows the locations of the planters. Chair Lucarelli would like to start accepting sponsorships for the contest next week. Staff Floyd mentioned it might be best if applicants bring their applications and payments into City Hall. Chair Lucarelli would like to take part of our advertising budget to promote this event and get the names or groups of people who are sponsoring this out there. Maybe set up something with the Port Orchard Independent. The committee discussed options and agreed to move forward with 6-foot, Douglas fir trees and ask sponsors to pay $50.00 to enter the contest; Public Works will place the trees and remove them at the end of the season; timelines for the contest; how applicants can choose planters; Staff Floyd was asked to check the budget and see what could be cut in order to afford promoting the tree contest; utility billing notification timelines; and application process. Update: Canopy Tent Budget and Clarification In response to an email read by Staff Floyd, Chair Lucarelli clarified that people need the tent used across the street from City Hall and we need to make sure we have enough money in our budget to help pay for that tent. Also, the cost of a tent for the choirs could be shared with the Mayor and Council’s budget as it could be used for other events. Misc. Updates The committee discussed music for the event; not having a window decorating contest this year due to the tree contest; planter reservations; magician at the Library; and Santa’s sleigh.
