Festival of Chimes and Lights
Committee Minutes
Monday, January 14, 2019; 3:30 p.m. at City Hall
Members present: Chair Lucarelli and City staff Bill Thiele and Brandy Rinearson. Guests present:
Bobbie Stewart, POBSA; and Bill Hubbell, Saints Car Club.
Tree Decorating Contest
Chair Lucarelli said we may have enough interest this year to fill all the planters with trees. She asked
staff Thiele to price out 60, 6 foot, trees. She had a lot of positive feedback about the tree contest and
there were no reported issues. We will start accepting payment for the trees the week after school
starts in September. If someone who sponsored a planter last year would like the same location, they
can contact the City.
Bobbie Stewart reported the Port Orchard Bay Street Association (POBSA) owns the planters.
Clerk Rinearson noted the resolution which approves acceptance of the funds will need to be updated.
Staff Thiele said he will have a new employee starting in February who will be helping with the event.
The committee discussed keeping the trees in the planters a week longer; requiring lighted trees to use
LED lights; keeping the price of $50 for the tree donation; creating a tree reservation form; confirming
dates; and tree judging categories and who can judge the trees.
Budget
In response to Chair Lucarelli, Clerk Rinearson noted the current biennial budget is completed. We
should be in good shape with our budget moving forward; however, a portion of the Chimes & Lights
budget has been reduced for 2019 as they are waiting for major projects to finalize. Once the revenue
numbers come in, the money may be put back in the budget. We have the same amount for
advertising as we did last year.
Miscellaneous
The committee talked about the planters including year-round watering and flower planting. The
downtown merchants need to be educated about their, the City’s, and POBSA’s responsibilities for the
planters.
Festival of Chimes & Lights: We need to find someone to be responsible for the firepits; and finding
other volunteers for the event.

There being no further business, Chair Lucarelli adjourned the meeting at 4:20 p.m. Audio-only
