Festival of Chimes and Lights
Committee Minutes
Monday, May 20, 2019; 3:30 p.m. at City Hall
Members present: Chair Lucarelli and City staff Brandy Rinearson. Guests present: Bobbie Stewart,
POBSA; and Sheila Cline, Arthritis Foundation.
Free Movie at the Dragonfly Cinema
Chair Lucarelli noted the cinema is not open. We will wait and see what happens later this year. We
may put ‘pending’ on anything that references the free movie at the cinema.
In response to Chair Lucarelli, staff Rinearson mentioned Sharron King sent a message to staff that
Nick, owner of the Dragonfly Cinema, mentioned the closure at a Port Orchard Bay Street Association
(POBSA) meeting. She also asked for direction for website information.
Santa Location Activity Ideas
Chair Lucarelli said this area needs something and it has been mentioned maybe moving Santa to a
different location. She questions what we can do there.
Committee and staff continued discussion, bringing up other location ideas, Santa, music and lights,
activities at the library, pony rides, skating rink, bouncy house, snow machine, games, painting rocks,
workshops, wreath decorating, reindeer, tents and dance studio participation. Chair Lucarelli said we
will keep researching ideas.
Utility Billing Deadline
Staff Rinearson said the Utility Billing department will need everything by September 1st for the
November and December billing cycles.
Resolution for Accepting Payments
Chair Lucarelli said we have completed the resolution and spaces can be reserved now. Payments can
be accepted now and will open to the public September 9th.
Flyer and Application
In response to staff Rinearson, Chair Lucarelli said she would like the planter map on the back of the
flyer.
Staff Rinearson mentioned the City will make as many copies as needed, just let us know how many are
wanted.
Miscellaneous
Chair Lucarelli believes we will use all the pots this year for the tree decoration contest. It is the same
price as last year.

Staff Rinearson noted public works staff Bill Thiele confirmed we still have 58 planters available as we
did not lose a planter due to a vehicle accident.
Chair Lucarelli noted we do not need to have meetings in June or July. She also found out the Saints
will not be participating in the event this year due to their holiday party. We will contact other
organizations to see if they would like to participate.
Ms. Cline said last year, the Port of Bremerton requested to move the porta potties for the Jingle Bell
Run to a location that no one knew where they were. The Port asked to move them, so they did not
block their Christmas decorations. This caused a backup as people did not know they were moved. Ms.
Cline would like to get this worked out before this year’s event.
Additionally, she mentioned they were a little rushed to clean up before the choirs began at 3:15pm.
Her main concern was getting the vehicles out the parking lot while people were coming in to get
ready to listen to the choirs.
Ms. Cline briefly talked about the Jingle Bell Run event and organization.
There being no further business, Chair Lucarelli adjourned the meeting at 4:08 p.m. Audio-only
recording was successful.
