Festival of Chimes and Lights
Committee Minutes
Monday, February 24, 2020; 3:30 p.m. at City Hall
Members present: Chair Lucarelli and City staff Floyd. Guests: Bobbie Stewart and Kathleen Wilson,
POBSA; Sharron King, Fathoms O’ Fun; Loretta and Terry Fritz, Peak Performance Timing, LLC; and
Jennifer Hardison, South Kitsap Helpline.
New Item: Jolly Jingle Run
Loretta and Terry Fritz discussed their event, Jolly Jingle Run, and how it will solve the absence of the
Arthritis Foundation Jingle Bell Run. Proceeds will go towards the South Kitsap Helpline. The event
application has been submitted to the City.
The committee discussed the name of the event, routes, timeframes, safety, street closures,
registrations, and brochure recognition.
Tree Decorating Contest
Chair Lucarelli noted we sold every single spot last year.
Staff Floyd asked about the dates for this year’s contest so she could start updating the flyer and
application.
After discussion, the committee agreed upon the following dates:
• Whomever sponsored a tree last year can request their same planter starting now
• Start date for paid registrations and open to everyone: June 1, 2020
• City will place trees in planters: November 2-6, 2020
• Decorating will take place: November 7-24, 2020
• Trees will be judged: November 25, 2020
• Winners to be announced during the December 5, 2020, Festival of Chimes & Lights event
The committee discussed tree contest categories, last year’s decorations, and popularity of the event.
Festival of Chimes & Lights Sponsorship
Chair Lucarelli explained there is another business that is interested in sponsoring the event. Kitsap
Bank has been a sponsor for a lot of years and this is the first time she has been involved with another
business who wants to sponsor.
The committee discussed the other business being a co-sponsor or presenting sponsor for the event.

Special Event Application
Staff Floyd mentioned getting an early start on the special event application, especially information on
routes and street closures.
The committee discussed contacting the tractor organization regarding hayrides, hayride routes and
last year’s safety issues, parking and parking lots, street closures, using golf cards instead of tractors,
pet parade route, Santa’s sleigh, lighting at the event, choirs, and marching band.
There being no further business, Chair Lucarelli adjourned the meeting at 5:01 p.m. Audio-only
recording was successful.
