Festival of Chimes and Lights
Committee Minutes
Monday, July 20, 2020; 3:30 p.m. at City Hall
Members present via remote access: Chair Lucarelli and City staff Rinearson and Floyd. Guests present via
remote access: Sharron King, Fathoms O’ Fun; Rita, a Port Orchard citizen; Sandy Jennings, Soroptimist; and
Bobbie Stewart, POBSA.
2020 Event Discussion
In response to Chair Lucarelli, staff Rinearson noted we are accepting applications for events, but not
processing them at this time. Some organizations have cancelled their events. Jolly Jingle Run has
submitted their application, but it will not be processed until September or October, once we know more
about how the future will look.
Chair Lucarelli discussed the current situation with COVID-19. She was advised we cannot hold an event
that will attract crowds. We can still move forward with the downtown tree decorating contest.
Additionally, we cannot make any advertising commitments or contracts.
Discussions were held regarding decorations; downtown marketing efforts; lighted boats; pictures with
Santa; choirs; piping Christmas music through the clock tower chimes and copyright laws; marching band;
coloring contest; reader board; scheduling events; social media and website; decorated houses and
neighborhoods; Fathoms O’ Fun Royalty Court; tree lighter; and lighted Fathoms float.
Additionally, the committee spoke about having several events streaming/virtual including the City Hall tree
lighting ceremony; Santa reading a story throughout the day; 5K run; Santa riding firetruck; pet parade or
contest; and choirs.
Insurance Waivers
In response to Chair Lucarelli, staff Rinearson said the City is covered under the Festival of Chimes and
Lights event, but it is helpful if the organizations participating in the event have their own insurance for
liability purposes.
There being no further business, Chair Lucarelli adjourned the meeting at 4:38 p.m. Audio/Visual recording
was successful.
