Festival of Chimes and Lights
Committee Minutes
Monday, February 22, 2021; 3:30 p.m.
Members present via remote access: Chair Lucarelli and City staff Rinearson and Floyd. Guests present
via remote access: Sharron King, Fathoms O’ Fun Festival Inc. and Loretta Fritz, Peak Performance
Timing LLC.
Tree Judging Categories
Chair Lucarelli said the judge team had a few recommendations for tree categories which included
Giving Trees, Most Classic or Classy, and Best in Show.
Additionally, Chair Lucarelli suggested this year’s theme could revolve around Christmas Around the
World, but we can consider other ideas.
Discussion was held regarding the tree categories, theme, awards, and gifts.
Staff was asked to start reserving the trees.
Liability Regarding Trees
Staff Floyd mentioned if the City asks the tree sponsors to take the trees at the end of the season,
there would be a liability to the City. It was recommended the City continue to remove the trees
instead of the sponsors.
Chair Lucarelli said the tree sponsor application should be updated to include this language.
Budget Update
Staff Floyd mentioned at the last meeting, it was asked if staff could review the Chimes and Lights
budget for several items which included extension cords and a way to permanently mark the planters.
She noted the budget does not include any additional monies.
Staff Rinearson spoke to the budget, and said when it is presented to Council, it is done in the August
of the previous year. She said the 2021-2022 budget is the exact same as the 2019-2020 budget. If the
Committee would like adjustments in the budget, she would need to know around June.
Additional discussion was held regarding how long each extension cord needs to be for each planter,
making sure the lights plugin is at the top of the tree, marking the planters and sidewalk with planter
numbers, last year’s cost to have the large tree in front of City Hall delivered and set up, and budgeted
amounts for Christmas lights.

Staff was asked to provide the Chair with the 2021-2022 budget, how much was spent for the 2019-
2020 cycle, and measuring the distance from the planters to the power source to find out the length
needed for each extension cord.
In response to Chair Lucarelli, Staff Rinearson said it is unknown what this year’s event will look like.
Any events that do move forward must have a comprehensive COVID-19 Exposure Control Mitigation
and Recovery Plan per the Governor’s order. She is meeting with legal counsel to determine what the
City’s role is with that plan.
Discussion was held regarding the plan and events, volunteers, enforcement and regulation, and the
Jolly Jingle Run details.

Staff Floyd said if the Committee is interested, a Festival of Chimes and Lights Facebook group can be
created and added to the City’s Facebook page. All content will be archived.
After a brief discussion, the Committee would like to move forward with creating this page.
There being no further business, Chair Lucarelli adjourned the meeting at 4:17 p.m. Audio/Visual
recording was successful.
