A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING
CONTRACT NO. C002-16 WITH PND ENGINEERS, INC. FOR THE 2016 DEKALB
PIER - PHASE 2 CONSTRUCTION ADMINISTRATION AND DOCUMENTING THE
ARCHITECTURAL AND ENGINEERING SERVICES PROCUREMENT CONSULTANT
SELECTION PROCEDURES
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, in January of 2012, having selected from the City's 2012 Professional
Services Roster, the City of Port Orchard issued a Contract to PND Engineers, Inc. (No. 003-12)
for the Deka.lb Pier Existing Conditions Assessment; and
WHEREAS, in March of 2012, based upon the Existing Conditions Assessment work
product previously developed by PND Engineers, Inc., the City again selected PND Engineers,
Inc. for the Final Design, Environmental Approvals and Construction Management of the Dekalb
Pier Repair, Replacement and Renovation Project (Contract No. CO27-12); and
WHEREAS, in 2013, the City of Port Orchard transitioned to the MRSC Professional
Services Roster; and
WHEREAS, having initially secured partial construction funding for the Project, the City
only completed the Phase 1 construction activity in 2013; and
WHEREAS, having now secured all construction funding needed for Project completion
in 2016, and needing to reinitiate the Dekalb Pier Project by updating previously approved
plans and environmental approvals, the City issued Contract No. CO25-15 to PND Engineers,
Inc.; and
WHEREAS, for 2016, the City will need PND Engineers, Inc. to perform the Phase 2
Construction Management for the Project, and having reviewed the 2015 MRSC Consultant
Roster for firms under the main categories of "Environmental Consulting, Design and Planning
and Engineering Services" and under the sub -categories of "Civil Engineering, Geotechnical
Engineering, Structural Engineering, Roadway, Bikeway and Walkway Design, Pedestrian
Path/Facilities Planning and Design, Erosion Control/Streambank Stabilization, Bridge
Consulting, Waterfront Planning, Stormwater Permitting, Parking Analysis and Design,
Pavement Design and Analysis and Marina and Costal Engineering", and found 7 firms (as

shown on the list attached hereto as Exhibit A) qualified to perform the required services in
these categories, with PND Engineers, Inc. listed; and
WHEREAS, upon verification of the 2015 MRSC Professional Services Roster, pursuant to
RCW 39.80, Port Orchard's Public Works Department determined that of the 7 firms listed on
the Roster, PND Engineers, Inc. the most qualified engineering firm; and
WHEREAS, the City Council, at the recommendation of the State Auditor's Office in
2015, wishes to document their Professional Services Consultant Selection Process for all
Projects by Resolution; Now, Therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. C002-16 with PND Engineers, Inc. for the
Dekalb Pier - Phase 2 Construction Management and adopts the "Whereas" statements
contained herein as findings in support of the City's consultant selection procurement
procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 12th day of January, 2016.
